WhatsApp Business Solution Providers (BSPs) explained: what they are, Meta's partner types, what they charge on top of Meta, and how to choose one
If you want the official WhatsApp Business API, you will almost certainly go through a provider, often called a BSP. This explainer is for small business owners and managers who keep hearing the term and want to know what a provider actually does, how to tell an authorized one from a reseller, what the different pricing models cost, and when you do not need one at all.
Quick answer
A WhatsApp Business Solution Provider (BSP) is a company authorized by Meta to connect other businesses to the WhatsApp Business Platform and usually to sell software on top, such as an inbox, broadcasts or AI. Meta now calls them Solution Partners, alongside Tech Providers and Tech Partners. You pay Meta's per-message fees plus the provider's charge: a per-message fee, a per-number licence, or a monthly plan.
What is a WhatsApp Business Solution Provider?
A Business Solution Provider is a company Meta has approved to give other businesses access to the WhatsApp Business Platform, the official API. The term BSP stuck from WhatsApp's early API years; Meta's current documentation uses the word "Partners" and describes them as businesses that "deploy value-added solutions as WhatsApp authorized service providers on behalf of their clients."
In plain terms, a provider does three jobs for you:
- Gets you connected. Usually through Meta's Embedded Signup flow on the provider's website, which creates your WhatsApp Business account and links your number.
- Gives you software. A shared inbox, broadcast tools, chatbot builders, AI agents, CRM features, or just an API for your developers.
- Handles part of billing and support. Depending on the partner type, either the provider invoices you for Meta's message fees, or Meta bills you directly and the provider bills only for its own service.
If the official API itself is new to you, start with WhatsApp Business App versus the Business Platform, then come back.
What is the difference between a Solution Partner, a Tech Provider and a Tech Partner?
It mostly comes down to who bills you for Meta's message fees. Meta's partner documentation (updated May 2026) sets out the differences:
| Solution Partner (the classic "BSP") | Tech Provider | Tech Partner | |
|---|---|---|---|
| Can offer full WhatsApp Business Platform services | Yes | Yes | Yes |
| Has a Meta credit line | Yes | No | No |
| Who pays Meta for messages | The partner, which invoices you | You, with your own payment method; Meta bills you directly | You, as with a Tech Provider |
| Meta Business Partner | Yes | No | Yes |
| Direct Support from Meta | Yes | Yes | Yes |
Meta notes that becoming a Solution Partner is "a lengthy process", which is why many newer tools register as Tech Providers. For you as a customer, the practical difference is simple: with a Solution Partner you get one invoice that includes Meta's fees (and possibly a markup on them); with a Tech Provider you get two, one from Meta and one from the software company.
Do you need a BSP to use the WhatsApp Business API?
Not always. You have three other routes:
- Go direct to Meta's Cloud API. Meta's documentation points businesses building an app only for themselves to its Cloud API getting-started guide. You need a developer and a payment method on file, and you build the inbox and any automation yourself.
- Stay on the free WhatsApp Business app. If you answer by hand with quick replies, labels and a greeting, you may not need the API at all.
- Keep the app and add the API. Meta lets providers onboard existing WhatsApp Business app users through Embedded Signup, so the same number can use the app for one-to-one chats and an API tool for messaging at scale.
Most small businesses without a developer use a provider, because the provider's software is what makes the API usable.
Where do you find an authorized WhatsApp provider?
Start from Meta, not from an ad. WhatsApp's business site has a "Find a partner" link that leads to Meta's partner showcase at business.facebook.com/messaging/partner-showcase, where you can filter official partners. Before you sign:
- Check the company appears in Meta's partner showcase or can show you its partner status.
- Ask which type it is: Solution Partner or Tech Provider. That tells you who will bill you for messages.
- Be wary of anyone offering "official API" access for a one-off fee with no account in your own name. You should own your WhatsApp Business account and be able to move it.
What do WhatsApp providers charge on top of Meta?
Every official provider passes on Meta's per-message charges in some form; what differs is what they add. Since 1 October 2026 those Meta charges include service replies beyond 1,000 a month per number. Four pricing models, with real examples checked on the providers' own pages in October 2026:
| Model | Example | What you pay on top of Meta | Suits |
|---|---|---|---|
| Per-message fee | Twilio | US$0.005 per WhatsApp message, inbound or outbound; US$0.001 for messages that fail | Developers who want a pure API |
| Per-number licence, no message markup | 360dialog | From €49 per number a month (Regular), €99 (Premium), €500 (Scale); Meta fees listed separately with "no markup" | Developers and agencies with steady volume |
| Subscription plus published per-message rates | AiSensy (India) | Plan fee plus ₹1.09 per marketing and ₹0.145 per utility or service message, about 26% above Meta's INR list rates of ₹0.8631 and ₹0.115 (AiSensy does not say whether its rates include tax) | Businesses wanting an inbox and campaigns in local currency |
| Subscription plus provider rate card and add-ons | WATI | Plan fee; messages "charged based on WATI rate card"; extra users from $24 a month on Pro; AI agent sold as a separate add-on | Teams that want a mature shared inbox |
Each has genuine strengths: Twilio's reliability and documentation, 360dialog's transparent no-markup model, AiSensy's rupee pricing, WATI's polished inbox. Our pages on WATI pricing and Twilio alternatives go into detail.
What does the same month cost through different providers?
Say a UK clinic receives 3,000 messages a month and sends 3,000 replies, 1,000 appointment reminders and 2,000 marketing messages, all to UK numbers. Meta's USD rates for the UK are $0.022 per utility or service message and $0.0635 per marketing message.
| Line | Through Twilio | Through 360dialog (Regular) |
|---|---|---|
| Meta: 2,000 charged replies (after 1,000 free) | $44.00 | $44.00 |
| Meta: 1,000 reminders | $22.00 | $22.00 |
| Meta: 2,000 marketing messages | $127.00 | $127.00 |
| Provider charge | 9,000 messages in and out at $0.005 = $45.00 | €49 for the number |
| Software for staff to reply | Build or buy separately | Inbox add-ons on higher plans |
Meta's share is $193 either way. The provider's share is the part you can shop on, and the software your team needs is often the biggest cost of all. For a broader cost picture see what a WhatsApp AI agent costs.
How do you choose a WhatsApp provider? A checklist
- Partner status. Listed by Meta? Solution Partner or Tech Provider?
- Ownership. Is the WhatsApp Business account in your name, and can you migrate the number later?
- Message pricing. Meta's rate passed through, or marked up? Ask for their rate for your top three markets.
- Seats. Per-user charges multiply fast with a team.
- AI. Included, add-on, or metered? What happens when the allowance runs out?
- The job you need done. Campaigns and templates, or answering and booking? Most providers are strongest at the first.
- Policy fit. Since January 2026, Meta's terms bar general-purpose AI assistants from the Business Platform; a business's own customer service agent is allowed. See what the 2026 AI chatbot ban means.
- Support hours and language in your time zone.
- Exit terms. Contract length, and how quickly you can leave with your data.
What is the unofficial alternative to a BSP, and what is the risk?
Some tools skip the API entirely and connect to an ordinary WhatsApp or WhatsApp Business app number as a linked device, usually by scanning a QR code. There is no Meta verification, no template approval and no per-message fee from Meta.
The risk is real and you should weigh it before anything else. WhatsApp's help center says unofficial apps and websites are not supported because WhatsApp cannot validate their security or privacy practices, and that linking your account to one "may result in a temporary or permanent account ban." Meta does not sanction automation through linked devices.
| Official API via a provider | Unofficial QR pairing | |
|---|---|---|
| Sanctioned by Meta | Yes | No; a number can be restricted |
| Setup | Business verification, days | Minutes |
| Meta fees | Per message, by country | None |
| Broadcasts and templates | Yes | Should not be used for them |
| Best for | Campaigns, notifications, verified brands | Answering people who message you first |

Where ReplyKit fits
We make ReplyKit, so weigh our view accordingly. ReplyKit is not a BSP. It is an AI agent that answers WhatsApp and website chat from your own content, books appointments into real open slots, and scores leads, and it connects through Quick Connect, which is the unofficial QR route described above. Quick Connect is not the WhatsApp Business API and is not sanctioned by Meta, and a number can be restricted; before connecting you see one plain notice, and pressing Connect is your acceptance of section 3 of our Terms. We limit replies per number (30 an hour and 200 a day by default, with a warm-up for new numbers) and send no broadcasts, and we still recommend a dedicated number.
Because it does not use the API, there are no Meta fees: plans are $29, $49 or $99 a month with AI replies included (see pricing). Choose a BSP instead if you need broadcasts, order notifications, one-time codes, a verified badge, or zero platform risk. If your need is answering and booking, you can try ReplyKit free for 7 days with no credit card.
Frequently asked questions
What is a WhatsApp Business Solution Provider?
A BSP is a company Meta has authorized to connect other businesses to the official WhatsApp Business Platform and usually to provide software on top, such as a shared inbox, broadcasts or AI. Meta now calls these companies partners: Solution Partners, Tech Providers and Tech Partners.
What is the difference between a Solution Partner and a Tech Provider?
A Solution Partner has a Meta credit line and invoices you for Meta's message fees along with its own service. With a Tech Provider you add your own payment method, Meta bills you directly for messages, and the provider bills only for its software.
Do I need a BSP to use the WhatsApp Business API?
No. A business with a developer can use Meta's Cloud API directly and build its own tools. Most small businesses use a provider because the provider's inbox, templates and automation are what make the API usable without a developer.
How much do WhatsApp BSPs charge?
On top of Meta's per-message fees, providers charge in one of a few ways: a per-message fee such as Twilio's US$0.005, a per-number licence such as 360dialog's from €49 a month, or a monthly plan that may include marked-up message rates, seats and AI add-ons.
How do I know if a WhatsApp provider is official?
Start from WhatsApp for Business's Find a partner link, which leads to Meta's partner showcase, and ask the provider whether it is a Solution Partner or Tech Provider. Make sure the WhatsApp Business account is in your own name so you can move it later.
Can I use WhatsApp automation without a BSP?
Some tools connect to a normal WhatsApp number by QR code as a linked device instead of using the API. That avoids Meta's fees and approval, but it is unofficial, and WhatsApp warns that unofficial apps may lead to a temporary or permanent ban.
