How to get WhatsApp Business API access: direct from Meta, through a provider, requirements and costs

There is no application form called "WhatsApp API". Access comes from setting up a few Meta assets correctly, either yourself or through a provider. This guide shows both routes step by step, what Meta checks, and what a small business actually pays after Meta's 1 October 2026 pricing change.

Quick answer

Anyone with a Meta business portfolio can get WhatsApp Business API access through Meta's Cloud API, free to set up. Create a Meta app with the WhatsApp use case, connect a WhatsApp Business account and a phone number you own, and send messages. Most small businesses use a provider instead. Meta charges per delivered message by category and country.

What are the ways to get WhatsApp Business API access?

There are three, and the right one depends on whether you have developers and whether you already use the WhatsApp Business app on the number.

RouteHow you onboardWho bills you for messagesBest if you
Direct, Cloud APIMeta App Dashboard, your own codeMetaHave a developer and want full control
Through a providerThe provider's signup page (Meta's Embedded Signup)Meta or the provider, depending on the provider typeWant a ready-made inbox, campaigns and support
Keep the Business app on the same numberA provider's signup, choosing your existing Business app numberApp messages stay free; API messages are chargedWant the API without giving up the phone app

Meta's own business site frames it the same way: partner integration if you do not want to manage the API, direct integration if you have developers who can. Our explainer on WhatsApp Business solution providers compares provider types, and app vs platform covers what changes for you day to day.

Steps and figures below follow Meta's developer documentation and WhatsApp's help centre as of October 2026. Menu names can differ by version and Meta renames things often: newer pages call the old WhatsApp Business Account (WABA) a "Messaging account" plus a "WhatsApp account".

What do you need before you apply for WhatsApp API access?

Meta's platform overview lists the building blocks. Gather these first and the rest goes quickly.

How to get WhatsApp Business API access directly from Meta (Cloud API)

This is Meta's Cloud API "get started" path. Expect an afternoon if you are comfortable with APIs.

  1. Register as a Meta developer on Meta for Developers.
  2. Create an app. In the App Dashboard click Create App, add a name and email, choose the "Connect with customers through WhatsApp" use case, and select or create your business portfolio.
  3. Start using the API. On the Quickstart page, click Start using the API. Connect your app to an existing Messaging account or click Create a WhatsApp Business account.
  4. Send a test message. Generate a temporary access token, pick the test From number Meta created for you, add your own phone as the To number and send. Test numbers have relaxed limits and need no payment method.
  5. Set up a webhook so your system receives incoming messages and delivery statuses.
  6. Create a permanent token. In Business Settings, add a system user, assign your app and WhatsApp account, and generate a token with business_management, whatsapp_business_messaging and whatsapp_business_management permissions.
  7. Add your real number with its display name and two-step verification PIN, then register it for Cloud API use.
  8. Add a payment method and create your first message templates for anything you will send outside the 24-hour window.

Templates are where many first projects stall. Our guide to getting WhatsApp templates approved covers categories, rejection reasons and timing.

How to get WhatsApp API access through a provider

You sign up on the provider's website and click their "connect WhatsApp" button, which opens Meta's Embedded Signup. It walks you through choosing or creating a business portfolio, adding the number, and verifying it with a code. The provider then gives you an inbox, campaign tools and support.

Meta's partner documentation describes two kinds of provider. Solution Partners have credit lines, so you can skip adding a payment method, and they invoice you directly for Meta's message charges. Tech Providers do not; you add your own payment method and Meta bills you for messages while the provider bills its software fee. Ask which kind a provider is before you sign.

If you already use the WhatsApp Business app on the number, ask whether the provider supports connecting it while keeping the app. Meta's documentation (sometimes called "coexistence") lists what to expect: WhatsApp Business app version 2.24.17 or later, up to six months of one-to-one chat history synced, group chats not synced, broadcast lists switched off in the app, and linked devices disconnected, with WhatsApp for Windows unable to re-link.

Do you need business verification for the WhatsApp API?

Not to start, but you will want it soon. Verification lifts your messaging limit faster and raises your template allowance from 250 to up to 6,000 per Messaging account once you also have an approved display name. Some features, such as sending WhatsApp Flows, ask for a verified business too.

  1. Open Security Center in Meta Business Suite (you need full control of the business portfolio).
  2. Click Start verification.
  3. Enter your legal business name, address, phone number and website exactly as registered. Meta says the website must load and use https.
  4. If Meta finds no matching record, choose "My business isn't listed" and upload documents such as a business license or articles of incorporation.
  5. Confirm your connection by email, phone, text, WhatsApp message or domain verification, then click Done.

Meta says a decision can take up to 14 business days. Business verification is not the same as Meta Verified and does not give you a badge; see our verified badge explainer for that.

Your display name goes through its own check. Meta reviews it automatically when your number reaches a higher messaging limit, and you can change it 10 times per 30 days, re-registering the number after each approval.

How many messages can you send once you have API access?

Replies to customers who messaged you in the last 24 hours are not capped by these tiers. The limit applies to unique people you message first, with templates, in a rolling 24 hours, and it is set per business portfolio.

LimitHow you get there (Meta, October 2026)
250Every new business portfolio
2,000Verify your business, have your provider verify it, or deliver 2,000 high-quality template messages to unique users in 30 days
10,000, then 100,000, then unlimitedAutomatic: high-quality messages and using at least half your limit in the last 7 days; each step within 6 hours

How much does WhatsApp API access cost after October 2026?

Getting access is free. You pay per delivered message, by category (marketing, utility, authentication, service) and the recipient's country, plus whatever your provider charges. Since 1 October 2026, Meta also charges for service replies after the first 1,000 per business phone number each month; that free tier resets monthly and does not roll over. Messages in a free entry point window, opened when you reply to someone who came from a click-to-WhatsApp ad or Facebook Page button, are free, and that window may stay open for up to 7 days.

Two hypothetical monthly bills, using Meta's USD rate card effective 1 October 2026 (Meta's charges only, before provider fees and tax):

LineDental clinic, MalaysiaOnline shop, India
Utility (reminders, order updates)400 x $0.014 = $5.602,000 x $0.0014 = $2.80
Service replies1,500, first 1,000 free: 500 x $0.014 = $7.003,000, first 1,000 free: 2,000 x $0.0014 = $2.80
Marketing to opted-in customers600 x $0.086 = $51.601,000 x $0.0118 = $11.80
Meta total$64.20$17.40

Two things surprise people. First, marketing dominates the bill in most markets, so a few campaigns cost more than a month of reminders. Second, WhatsApp does not currently deliver marketing templates to US phone numbers at all, according to Meta's per-user limits page. One more caveat: when we checked on 17 October 2026, WhatsApp's marketing pricing page still described service messages as free and the free window as 72 hours, while Meta's developer pricing page, updated 30 September 2026, describes the new rules. Budget from the developer page. Our API pricing guide goes deeper.

Do you actually need the WhatsApp Business API?

You need it if you send broadcasts or reminders to people who have not just messaged you, need several staff on one number with a proper inbox, want a verified business presence at scale, or cannot accept any risk to the number. You probably do not if you mainly answer people who message you first.

We make ReplyKit, so weigh our view accordingly. ReplyKit is not an API provider. It is an AI agent that answers incoming WhatsApp and website chats from your own content and books appointments, with no Meta fees, because it connects through Quick Connect, a QR pairing that is unofficial, not the WhatsApp Business API, and a number can be restricted. Read our API vs QR pairing comparison and will WhatsApp ban my number for automation? before choosing. If you need broadcasts, templates or the official route, an API provider is the right choice. If you mostly need fast, accurate answers, you can test ReplyKit with a 7-day free trial, no credit card; plans are $29 to $99 a month.

Frequently asked questions

How do I get WhatsApp Business API access?

Either set it up yourself with Meta's Cloud API (create a Meta app with the WhatsApp use case, connect a WhatsApp Business account and register a number) or sign up with a provider that uses Meta's Embedded Signup. Both are free to set up; messages are charged.

Is the WhatsApp Business API free?

Access is free, but Meta charges per delivered message by category and country. Since 1 October 2026 each business number gets 1,000 free service messages a month, and replies in a free entry point window from ads are free. Providers add their own fees.

Can I get the WhatsApp API without a provider?

Yes. Meta's Cloud API lets any business with a developer connect directly through the App Dashboard. You handle webhooks, templates and billing yourself, and Meta bills you for messages.

What are the requirements for WhatsApp Business API?

A Meta business portfolio, a phone number you own that can receive a call or SMS and is not active on WhatsApp, a display name, a two-step verification PIN, and a payment method. Business verification is optional at first but lifts limits.

How long does WhatsApp API approval take?

There is no single approval. A test number works immediately, template reviews take up to 24 hours, and Meta says business verification can take up to 14 business days.

Can I use my existing WhatsApp Business app number for the API?

Yes, through a provider that supports connecting Business app numbers. You keep using the app for one-to-one chats, but some app features change, such as broadcast lists being switched off. Otherwise a number must be removed from WhatsApp before registering.

Need fast answers more than broadcasts?

ReplyKit answers WhatsApp and website chats from your content, with no Meta fees. 7-day free trial, no credit card.
