How to get WhatsApp message templates approved: categories, rejection reasons, examples and timing

A rejected template usually costs you a day, and a miscategorized one can cost you money on every send. This guide uses Meta's own documentation to show how review works, the mistakes that get templates rejected, eight before-and-after examples you can copy, and what keeps a template active once it is approved.

Quick answer

WhatsApp templates are reviewed by automated systems and people, usually within 24 hours. To get approved: pick the right category (marketing, utility or authentication), use sequential variables like {{1}} and {{2}} with sample values, never start or end the message with a variable, avoid duplicate wording, and do not ask for card, bank or ID numbers.

What is WhatsApp template approval?

On the WhatsApp Business Platform (the API), a template is a pre-written message you can send to a customer at any time, including outside the 24-hour customer service window that opens when they message you. Meta's documentation says template messages are the only type of message that can be sent outside that window, and each template must be approved before it can be sent.

Review happens when you create or edit a template. Meta says it uses a combination of automated systems and manual review, and rejects templates that contain spam, scam-like content or break WhatsApp's policies. Templates do not apply to the free WhatsApp Business app; our explainer on templates vs free text covers the difference.

Everything below follows Meta's developer documentation as of October 2026. WhatsApp Manager menu names can differ by version.

How do you choose the right WhatsApp template category?

Choose by what the message is for, not by what is cheapest. Every template is marketing, utility or authentication, and the category sets the price per message.

CategoryMeta's testExamples
UtilityNon-promotional AND either specific to or requested by the customer (their order, account, booking) or essential to themOrder confirmed, appointment reminder, payment due, feedback on a specific order
MarketingEverything promotional, plus anything mixed or unclearOffers, new products, cart reminders, renewals, birthday wishes, generic surveys
AuthenticationOne-time passcodes only, built from Meta's library with a code button"123456 is your verification code."

Three rules from Meta's categorization guide catch most people:

Authentication is the strictest: Meta says you must use its authentication templates with a one-time password button, no URLs, media or emojis, and parameters of up to 15 characters.

Why do WhatsApp templates get rejected?

Meta's template review page lists the common reasons. In plain English:

Rejection reason (Meta)What it looks like
Variables missing or with mismatched braces{1}, {{1}, or {{ 1 }}
Special characters in variables#, $ or % inside a parameter
Variables not sequential{{1}}, {{2}}, {{5}}, {{4}}
Too many variables for the lengthA short line that is mostly placeholders
Starts or ends with a variable"{{1}}, your order is ready" or "Your code is {{1}}"
Breaks the Commerce PolicySelling restricted goods or services
Asks for sensitive identifiersFull card, bank account or national ID numbers (last four digits are allowed)
Abusive or threateningThreatening legal action or public shaming
DuplicateSame body and footer as one of your existing templates
Wrong categoryRejected with reason INCORRECT_CATEGORY

Missing samples cause delays too. If a template has variables, Meta requires sample values (and a sample image or file for media headers) so reviewers can see the finished message.

Approved vs rejected WhatsApp template examples

These are our own illustrative examples, written to match the rules above. "Likely rejected" means it breaks a listed rule; nobody can guarantee a review outcome.

1. Dangling variable

Likely rejected: "Your table is booked for {{1}}"

Better: "Hi {{1}}, your table is booked for {{2}}. Reply here if your plans change."

2. Mixed content

Becomes marketing: "Order {{1}} has shipped! Use code THANKS10 for 10% off next time."

Better: two templates, a utility shipping update and a separate marketing offer.

3. Sensitive data

Likely rejected: "Reply with your full card number to confirm the booking."

Better: "To confirm booking {{1}}, pay the deposit at this secure link: {{2}}. Thank you."

4. Threatening tone

Likely rejected: "Pay invoice {{1}} today or we will take legal action."

Better: "Reminder: invoice {{1}} for {{2}} is due on {{3}}. Reply if you have any questions."

5. Too many variables

Likely rejected: "{{1}} {{2}} at {{3}} on {{4}}."

Better: "Hi {{1}}, this is a reminder of your {{2}} appointment at our {{3}} clinic on {{4}}. Reply C to confirm."

6. Generic survey

Not utility: "How did we do? Tell us what you think!"

Utility: "We delivered order {{1}} today. Was anything wrong with it? Reply here and we will help."

7. Unclear one-liner

Becomes marketing: "Congratulations!"

Better: say exactly what happened: "Your membership {{1}} is active until {{2}}. Reply here with any questions."

8. Duplicate

Rejected: resubmitting the same body and footer under a new name.

Better: edit the existing template, or change the wording meaningfully.

For more wording to start from, our appointment reminder templates and order confirmation templates are written for small businesses.

Phone number button label25 characters
Templates per account250 if your business portfolio is unverified; up to 6,000 when verified with an approved display name

Each language is a separate template that counts toward your limit, and Meta does not translate for you.

How to submit a WhatsApp template for approval

  1. Open WhatsApp Manager. Go to Account tools, Message templates, and click Create template. Your provider's dashboard may have its own form that does the same thing.
  2. Check the Template Library first. Under "Browse the WhatsApp Template Library", Meta offers pre-written utility and authentication templates that are already categorized. Using one unchanged skips the wait; if you customize it, it goes through review.
  3. Choose category, name and language.
  4. Write the header, body, footer and buttons within the limits above.
  5. Add samples. Click Add Sample and fill in a realistic value for every variable and any media.
  6. Submit and watch for the email, WhatsApp Manager notification or webhook.

How long does WhatsApp template approval take?

StepTiming Meta gives
Template reviewUp to 24 hours
Appeal after rejectionDecision within 24 hours; appeals must include a sample
Category review requestCan be requested within 60 days of creation or of a category change
Utility switched to marketingUsually one day's notice; instant for businesses warned about misuse

If a template is rejected, the reason appears in Business Support Home and by email. You can edit and resubmit, or appeal from Message templates by opening the template, adding a sample and clicking Submit.

What happens after a WhatsApp template is approved?

Approval is the start, not the finish. Meta watches how customers respond and can limit a template that annoys people.

The best protection is sending only to people who opted in, which WhatsApp's Business Policy requires anyway. Our guide to opt-in and consent rules covers how to collect it, and API pricing explained shows what each category costs.

Does an AI agent that only replies need templates?

We make ReplyKit, so weigh our view accordingly. ReplyKit does not use or submit message templates, because it is not built on the WhatsApp Business API. It connects through Quick Connect, a QR pairing that is unofficial, not the API, and a number can be restricted; see will WhatsApp ban my number for automation? It only replies to customers who message you, so there is nothing to approve: the AI answers from your own content in free text and books appointments.

That also means it cannot do what templates are for. If you need to send reminders or offers to people who have not messaged you, you need the API and approved templates; our guide on getting API access is the place to start. If what you really need is fast, accurate answers to incoming chats, you can test ReplyKit with a 7-day free trial, no credit card; plans are $29 to $99 a month, with no Meta fees.

Frequently asked questions

How long does WhatsApp template approval take?

Meta says a decision can take up to 24 hours, and many come sooner. If rejected, an appeal is decided within 24 hours. Templates taken unchanged from Meta's Template Library are already categorized and do not need the full wait.

Why was my WhatsApp template rejected?

Common reasons in Meta's documentation are badly formatted or non-sequential variables, a variable at the start or end, too many variables for the length, duplicate wording, requests for sensitive data, threatening content, or a wrong category.

What is the difference between utility and marketing templates?

Utility templates are non-promotional and tied to something the customer did or needs, such as an order or appointment. Anything promotional, mixed or unclear is marketing, which usually costs more per message.

Can I put a discount in a utility template?

No. Meta treats mixed content, such as an order update with a promo code, as marketing. Send the update as a utility template and the offer as a separate marketing template.

Can I appeal a rejected WhatsApp template?

Yes. In WhatsApp Manager, open Message templates, select the template, add sample values, and submit the appeal. Meta says appeals are reviewed within 24 hours and must include a sample.

Do I need templates for the WhatsApp Business app?

No. Templates are only for the WhatsApp Business Platform, the API. In the free WhatsApp Business app you type messages freely, and quick replies are your saved shortcuts.

Only need to answer the people who message you?

ReplyKit answers WhatsApp and website chats in free text from your own content, with no templates to approve. 7-day free trial, no credit card.

How we know this. Owners often come to us after weeks of fighting template rejections for messages that were really replies. For this article we read Meta's developer documentation on template fundamentals, template review, template categorization, template components, the Template Library, pacing, pausing and per-user marketing limits, plus the WhatsApp Business Messaging Policy, in October 2026. The before-and-after wording is our own illustration of Meta's listed rules, not a record of real reviews. Menu names can differ by version. We sell ReplyKit, which does not use templates, so weigh our view accordingly; for reminders and campaigns, an API provider with approved templates is the better choice. About ReplyKit.
