Quick answer

On the official WhatsApp Business API, Meta charges Pakistani numbers in US dollars: $0.015 (about PKR 4.2) per utility or service message after 1,000 free service messages per number a month, and $0.0473 (about PKR 13) per marketing message. Provider plans come on top. Pakistan has no comprehensive data protection law in force yet, but collect only what you need anyway.

How much does a WhatsApp chatbot cost in Pakistan?

Two parts: what the software costs, and what Meta charges per message if the tool uses the official API. Meta does not offer rupee billing (PKR is not among its 16 billing currencies in 2026), so the charges are in dollars and your bank converts them. Rates below are Meta's USD list rates for Pakistani numbers, effective 1 October 2026, converted at about PKR 277.6 per dollar, the State Bank of Pakistan's daily average for September 2026.

Message typeUSDAbout PKRWhen it is charged
Marketing$0.047313.1Every promotional template, from the first message
Utility$0.0154.2Order confirmations, delivery and appointment updates
Authentication$0.0154.2One-time verification codes
Authentication-international$0.07520.8One-time codes in cases Meta classes as international (its documentation explains who qualifies)
Service$0.0154.2Replies after the first 1,000 free per number each month
Replies after a click-to-WhatsApp adFreeFreeInside the free entry point window, up to 7 days

A worked example. Say a Lahore clothing seller sends 3,000 replies and 500 order updates a month. Meta charges 2,000 replies and 500 updates at $0.015: $37.50, about PKR 10,400 a month, before the provider's own plan. A sale announcement to 5,000 past buyers would add $236.50, about PKR 65,650. Pakistan's service rate is higher than India's or the United States', so heavy reply volume on the official API costs real money here.

For comparison, ReplyKit's plans are US$29, $49 or $99 a month (about PKR 8,050, 13,600 or 27,480 at the same rate), with AI replies included and no Meta charges, because it does not use the API. Your card issuer sets the actual rupee amount. See the plans, and our API pricing explainer for how the categories work.

Is the market big enough to automate?

Yes, and growing fast. According to the Pakistan Bureau of Statistics' Household Integrated Economic Survey 2024-25, as reported by the Associated Press of Pakistan, internet use among individuals rose from 17% in 2019 to 57% in 2025, more than 96% of households had a mobile or smartphone, and 92% of individuals used a mobile phone. More people online means more WhatsApp enquiries, and many of them arrive late at night when nobody is at the counter.

Does Pakistan have a data protection law yet?

Not a comprehensive one. DLA Piper's country guide, updated March 2026, says Pakistan "currently has not enacted a specific data protection legislation." A Personal Data Protection Bill drafted in 2023 has not been promulgated into law, so its final shape may differ. In the meantime the Prevention of Electronic Crimes Act 2016, amended in 2025, penalizes misuse of personal information.

The absence of a law is not a licence. Customers notice when a business is careless, and a law could arrive within the life of whatever system you set up today. Sensible defaults:

Can a chatbot handle Urdu, Roman Urdu and English mixed together?

A modern AI agent can; a menu bot cannot. Pakistani customers rarely write formal Urdu script in business chats. They type Roman Urdu mixed with English, and send voice notes when typing gets tiresome:

ReplyKit replies in the customer's language across more than 30 languages and understands voice notes and photos on every plan. Write your knowledge in English or Urdu, add the words customers actually use (COD, delivery charges, exchange, original, stitched and unstitched if you sell clothes), and then test it with twenty real messages from last week, Roman Urdu and voice notes included, before you switch it on. Our guide to slang, typos and mixed languages explains why meaning-based AI copes where keyword bots break.

How do Pakistani customers pay, and what should the bot say?

Increasingly digitally. The State Bank of Pakistan's Payment Systems Review for July 2025 to June 2026 reports:

ReplyKit does not take payments in the chat or check whether a transfer arrived. Put your accepted methods in its knowledge in plain words (Raast ID or bank transfer, wallet, cash on delivery if you offer it) and instruct it to hand the chat to a person the moment a customer says "payment kar di hai", so a human confirms it. That is the one step you should never automate on trust.

Which Pakistani businesses gain most from a WhatsApp agent?

Official API or QR pairing in Pakistan?

Use the official API through a provider if you send order updates, campaigns or OTPs at volume, or want a verified badge; budget for the dollar rates above. Use a QR-paired agent if your need is answering incoming questions and booking, and you accept the risk: WhatsApp's help center warns that linking an account to an unofficial app may lead to a temporary or permanent ban. Our API vs QR pairing guide lays out both.

Where ReplyKit fits for businesses in Pakistan

We make ReplyKit, so weigh this accordingly. It answers WhatsApp and website chat from your own catalogue, price lists and PDFs, books appointments into real open slots with double-booking protection, captures name, need, budget and timing, scores leads hot, warm or cold, and lets you take over any chat in one click. If something is not in your knowledge, it says so and flags the question instead of guessing a price.

It connects through Quick Connect, a QR scan that pairs a number in about two minutes. Quick Connect is unofficial: not the WhatsApp Business API, not sanctioned by Meta, and a number can be restricted. You see one plain notice before connecting, and pressing Connect is your acceptance of section 3 of our Terms. Use a dedicated number. It replies only to people who message you and never broadcasts. Start a 7-day free trial with 300 AI replies and no card.

Not the right choice if you need sale broadcasts, order-status templates at scale, payments in the chat, rupee invoicing, or a green tick.

Frequently asked questions

What is the price of a WhatsApp chatbot in Pakistan?

On the official API you pay a provider plan plus Meta's charges in US dollars: $0.015 (about PKR 4.2) per utility or service message after 1,000 free service messages per number a month, and $0.0473 (about PKR 13) per marketing message. ReplyKit costs US$29 to US$99 a month with no Meta charges.

Can I pay Meta in Pakistani rupees?

No. PKR is not one of the 16 currencies Meta supports on the WhatsApp Business Platform in 2026, so Pakistani numbers are billed in a supported currency such as US dollars and your bank converts the charge.

Does Pakistan have a data protection law?

Not a comprehensive one in force as of 2026. A Personal Data Protection Bill was drafted in 2023 but has not become law. The Prevention of Electronic Crimes Act 2016, amended in 2025, penalizes misuse of personal information. This is not legal advice.

Can a WhatsApp chatbot reply in Roman Urdu?

An AI agent can read the meaning of Roman Urdu mixed with English and reply in the customer's style, which keyword bots cannot. Test any tool with real messages from your own customers, including voice notes, before switching it on.

Can a WhatsApp chatbot take Raast or wallet payments?

ReplyKit does not take payments in the chat. It can explain how you accept payment, such as Raast, bank transfer, wallets or cash on delivery, and hand the chat to a person when a customer says they have paid, so a human confirms it.

Is WhatsApp automation allowed in Pakistan?

The official WhatsApp Business API is Meta's sanctioned route for automation. Tools that pair by QR code are unofficial, and WhatsApp warns that unofficial apps can lead to a temporary or permanent ban, so use a dedicated number if you choose one.

How we know this. On 17 October 2026 we downloaded Meta's USD rate card effective 1 October 2026 and read its list of billing currencies, took the September 2026 dollar rate from the State Bank of Pakistan's daily average exchange rate sheet, read the SBP's Payment Systems Review for FY2025-26, DLA Piper's Pakistan data protection page (updated March 2026) and APP's report on the HIES 2024-25. Rupee figures are conversions for illustration; your bank's rate will differ. We are not lawyers. We make ReplyKit and price it in dollars, so read our view with that in mind; for broadcasts and order updates, an official-API provider is the better choice. About ReplyKit.
