Twilio WhatsApp pricing in 2026: what each message costs and what a month really adds up to
Twilio has no monthly WhatsApp plan. You pay small amounts per message, which makes the bill easy to start and hard to predict. This guide is for owners and developers who want a real number before they build: every fee as of October 2026, Meta's rates for the main markets, and two monthly bills worked out line by line.
Quick answer
Twilio charges $0.005 for every WhatsApp message, inbound or outbound, with no monthly platform fee. Meta's own fee is added on top for templates and for service replies beyond 1,000 free a month per number, from $0.0034 per message in the US to $0.0635 for a UK marketing message. A typical small business pays roughly $40 to $170 a month before any software to answer chats.
How does Twilio charge for WhatsApp?
Twilio charges a flat $0.005 per WhatsApp message, and it applies to messages you receive as well as messages you send. Meta's per-message fee is then passed through on top for the categories Meta charges. There is no monthly subscription for WhatsApp messaging itself.
That gives every message two possible parts:
- Twilio's fee: $0.005 on every inbound and outbound message, according to Twilio's WhatsApp pricing page (marked "current as of September 2026" when we checked in October 2026).
- Meta's fee: set by Meta per delivered message, by message category and by the country code of the person receiving it. Twilio does not add a markup to this part; it passes it through.
Meta's categories matter because they decide which messages are free. Marketing, utility and authentication messages are templates, approved in advance and charged per message. Service messages are the normal free-text replies you send inside the 24-hour window after a customer writes to you. Since 1 October 2026, Meta gives each business phone number 1,000 free service messages a month, which do not roll over, and charges for the rest. If a customer reaches you from a click-to-WhatsApp ad and you reply within 24 hours, a free entry point window opens for up to 7 days in which Meta charges nothing. Our WhatsApp Business API pricing explainer covers the categories in more depth, and templates versus free text explains when each is used.
What does Meta charge per message in each country?
Meta's fee depends on where the recipient's number is registered. A marketing message to the UK costs nearly 19 times a US service reply, and Meta does not deliver marketing templates to US numbers at all right now.
| Recipient country | Marketing | Utility | Authentication | Service (after 1,000 free) | Plus Twilio fee |
|---|---|---|---|---|---|
| United States | Not delivered | $0.0034 | $0.0034 | $0.0034 | $0.005 |
| United Kingdom | $0.0635 | $0.022 | $0.022 | $0.022 | $0.005 |
| Germany | $0.1365 | $0.055 | $0.055 | $0.055 | $0.005 |
| India | $0.0118 | $0.0014 | $0.0014 | $0.0014 | $0.005 |
| Brazil | $0.0625 | $0.0068 | $0.0068 | $0.0068 | $0.005 |
| Mexico | $0.0397 | $0.0085 | $0.0085 | $0.0085 | $0.005 |
| United Arab Emirates | $0.0576 | $0.0157 | $0.0157 | $0.0157 | $0.005 |
| Malaysia | $0.086 | $0.014 | $0.014 | $0.014 | $0.005 |
Meta fees per message in US dollars, as listed in Twilio's WhatsApp pricing calculator, checked October 2026. They match Meta's list rates; Meta publishes the full rate cards on its developer pricing page. Utility and authentication rates fall with volume tiers once you send a lot, and some businesses pay a higher authentication-international rate.
Two things stand out for small businesses. First, in India, Brazil and Mexico, Twilio's own $0.005 is often bigger than Meta's fee for a utility or service message, so Twilio's share dominates the bill. Second, in Western Europe the reverse is true: Meta's marketing rate is the line to watch.
What else can appear on a Twilio WhatsApp bill?
Beyond the two per-message fees, five smaller items can show up. None is large on its own, but together they explain why first invoices often run above the estimate.
| Item | Price (checked October 2026) | When it applies |
|---|---|---|
| Failed message processing fee | $0.001 per message | Only for messages that end in a "Failed" status |
| Messaging Engagement Suite | $0.015 per message, first 1,000 free each month | If you use link shortening, click tracking or message scheduling |
| Phone number | $1.15 a month for a US local number, $2.15 for toll-free | If you rent a Twilio number as your WhatsApp sender rather than bringing your own |
| WhatsApp calling | $0.005 a minute Twilio fee, plus Meta's per-minute rate on outbound calls | Only if you add WhatsApp Business Calling; inbound calls carry no Meta fee in Twilio's table |
| The software that answers | Varies widely | Twilio is an API: you still need a helpdesk, your own code, or an AI agent to read and reply |
The last row is the big one. Twilio sells the pipe, not the inbox. A small business either pays a developer to build replies on top of the API, or connects a separate product. If you are comparing Twilio with an all-in-one tool, add that cost before deciding Twilio is cheaper.
Two worked monthly bills
Both businesses below are hypothetical, and the arithmetic uses the rates in the table above. We assume one WhatsApp number each, so each gets Meta's 1,000 free service messages.
Bill 1: a dental clinic in Texas, support and reminders only
The clinic receives 3,000 patient messages a month, sends 3,000 replies, and sends 800 appointment reminders as utility templates. It does no marketing, which is just as well: marketing templates are not delivered to US numbers.
| Line | Working | Cost |
|---|---|---|
| Twilio fee on all messages | 6,800 messages x $0.005 | $34.00 |
| Meta service replies | (3,000 minus 1,000 free) x $0.0034 | $6.80 |
| Meta utility reminders | 800 x $0.0034 | $2.72 |
| Twilio phone number | US local number | $1.15 |
| Total | $44.67 |
Notice that Twilio's own fee is three quarters of this bill. The Meta portion is under $10 because US rates are low.
Bill 2: an online shop in Manchester, with a monthly offer
The shop sends 2,000 marketing templates to customers who opted in, receives 1,500 messages and sends 1,500 service replies.
| Line | Working | Cost |
|---|---|---|
| Twilio fee on all messages | 5,000 messages x $0.005 | $25.00 |
| Meta marketing | 2,000 x $0.0635 | $127.00 |
| Meta service replies | (1,500 minus 1,000 free) x $0.022 | $11.00 |
| Total | $163.00 |
Here Meta's marketing fee is almost 80% of the bill. Cutting the offer to the 1,000 most engaged customers would save about $68 a month. Neither bill includes the software that answers the chats.
How do you estimate your own Twilio WhatsApp bill?
You need four numbers from your current WhatsApp or from your forecast: messages in, replies out, templates by category, and the countries your customers are in.
- Count every message in both directions and multiply by $0.005. This is Twilio's share.
- Count your service replies, subtract 1,000 per number, and multiply the rest by the service rate for your customers' country.
- Count templates by category (marketing, utility, authentication) and multiply each by its rate. Remember that utility templates are charged even inside the 24-hour window since October 2026.
- Subtract messages inside free entry point windows if many chats start from click-to-WhatsApp ads. Our click-to-WhatsApp ads guide explains how those windows work.
- Add fixed items: a phone number if you rent one, engagement features if you use them, and your answering software or developer time.
Is Twilio worth it for a small business?
Twilio is worth it if you have a developer, need WhatsApp inside your own app or system, and want to pay only for what you send. It is a poor fit for an owner who wants to open an inbox and start replying tomorrow.
Where Twilio is strong
No monthly minimum, clear published fees, global reach, an API many developers already know, and the same account for SMS, voice and email. Official API access means no risk of the number being restricted for using an unsanctioned connection.
Where it costs more than it looks
The $0.005 fee on inbound messages makes chatty support threads add up. There is no inbox, CRM or AI agent in the WhatsApp price. Sender registration and template approval take developer time before the first message goes out.
Cheaper or simpler options to price against Twilio
We make ReplyKit, a competing tool, so weigh our view accordingly. These are the comparisons we would run if we were budgeting.
- Gupshup is another per-message API provider. Its self-serve fee is $0.001 per message, a fifth of Twilio's, with Meta's fees billed at actuals. See Gupshup pricing, or the head-to-head in Wati vs Twilio.
- Inbox tools on the official API, such as Wati or respond.io, charge a monthly platform fee but include the inbox and automation Twilio leaves to you. Our Twilio WhatsApp alternatives roundup compares them.
- ReplyKit is $29, $49 or $99 a month with AI replies included and no per-message fees from us or from Meta. The trade-off is real: it connects through Quick Connect, a QR code scan that links your number as a device, which is unofficial, not the WhatsApp Business API, and not sanctioned by Meta, so a number can be restricted. Read will WhatsApp ban my number for automation? before choosing it, and use a spare or dedicated number. It only replies to people who message first: no broadcasts, no marketing templates, no SMS. If that matches what you need, you can try it free for 7 days without a card.
If you send campaigns or need WhatsApp inside your own product, stay on an official API provider such as Twilio. If you mainly answer enquiries and book appointments, the per-message model may cost more than a flat plan; our API versus QR pairing guide sets out the trade-off, and ReplyKit's plans show the flat alternative.
Frequently asked questions
Does Twilio charge for incoming WhatsApp messages?
Yes. Twilio's $0.005 fee applies to inbound and outbound WhatsApp messages. Meta does not charge for messages customers send you, so on an incoming message you pay only Twilio's fee.
Is there a monthly fee for WhatsApp on Twilio?
No, there is no monthly subscription for WhatsApp messaging. You pay per message, plus optional items such as a Twilio phone number at $1.15 a month for a US local number or the Messaging Engagement Suite if you use it.
Are the first 1,000 WhatsApp messages free on Twilio?
Meta's first 1,000 service messages per business number each month are free of Meta's fee, but Twilio's $0.005 still applies to each one. Templates are never part of that free tier.
Can I send WhatsApp marketing messages to US customers through Twilio?
Not at the moment. Meta does not deliver marketing templates to US numbers, and Twilio's calculator marks marketing as unavailable for the US. Utility and authentication templates still work.
Is Twilio cheaper than Wati or Gupshup for WhatsApp?
For low volume, Twilio's lack of a monthly fee can make it cheaper than an inbox platform, but you must build or buy the inbox yourself. Against Gupshup's $0.001 per message, Twilio's $0.005 is five times higher on the platform fee, while Meta's part is the same.
Does Twilio include an AI chatbot for WhatsApp?
The WhatsApp per-message price covers sending and receiving only. Any chatbot or AI agent is something you build on the API or connect from another product, at its own cost.
Want a flat price instead of per-message fees?
ReplyKit answers WhatsApp enquiries with AI from $29 a month, with replies included. Try it for 7 days with 300 AI replies and no credit card.
