Click to WhatsApp ads: how to set them up, what they cost, and how to turn ad chats into bookings
Click to WhatsApp ads are one of the cheapest ways for a small business to start conversations with new customers, and one of the easiest ways to waste money if nobody answers. This guide covers setup in Meta Ads Manager, the real cost picture including Meta's free entry point rules, and what to do in the first minute after someone taps your ad.
Quick answer
Click to WhatsApp ads are Facebook and Instagram ads that open a WhatsApp chat with your business when tapped. You need a WhatsApp Business account connected to your Facebook Page, then you pick a messaging destination in Ads Manager. You pay for the ad; on the official API, chats started from the ad get a free messaging window of up to 7 days. They convert when you reply instantly and helpfully.
What are click to WhatsApp ads?
Click to WhatsApp ads (often shortened to CTWA ads) are Meta ads on Facebook and Instagram whose button opens a WhatsApp conversation with your business instead of a website. The customer taps, WhatsApp opens with a message ready to send, and the chat lands in your WhatsApp.
Meta's help pages say you can use them to build awareness, drive traffic or engagement, or generate leads and sales. For a small service business the usual goal is simple: more people asking about your service, in the app they already use, where you can answer and book them on the spot.
What do you need before running click to WhatsApp ads?
A WhatsApp Business account, a Facebook Page for your business, and the two connected. You do not need the WhatsApp Business API.
- WhatsApp Business, not personal WhatsApp. Meta's help center says that since March 2024 you need a WhatsApp Business account to create and publish click to WhatsApp campaigns, and you cannot use a personal WhatsApp number for new campaigns. The free WhatsApp Business app counts, as does the API.
- A connection to your Page or business portfolio. Connect your WhatsApp number to your Facebook Page (and be an admin of the Page), or to your business portfolio. The number connected to the Page is the one your ads will open.
- A plan for who answers. Before spending anything, decide who replies at 11pm on a Saturday, because that is when many ad chats arrive.

How do you set up click to WhatsApp ads in Meta Ads Manager?
Create a campaign with a Traffic, Engagement, Leads or Sales objective, choose WhatsApp as the message destination, then write the greeting customers see when the chat opens. These steps follow Meta's own help article, checked October 2026; labels can change.
- Open Ads Manager and click Create. Go to Meta Ads Manager and click the + Create button.
- Choose your objective. Pick Traffic, Engagement, Leads or Sales and click Continue. Engagement or Leads suit most small businesses that want conversations.
- Name the campaign and set the conversion location. In the ad set's conversion section, choose Message destinations (or WhatsApp, if you picked the Leads objective).
- Pick your Facebook Page and tick WhatsApp. Choose the Page whose connected WhatsApp number should receive chats, then check WhatsApp under message destinations. If WhatsApp is grayed out, click Connect account, enter your number and follow the prompts.
- Set the performance goal, budget, schedule and audience. Meta picks a default performance goal based on your objective; with Leads it defaults to maximizing conversations. Set your daily or lifetime budget and who should see the ad.
- Write the message template. In the ad's message template section, choose Create new. The Start conversation template lets you set a greeting and suggested questions people can tap to send. Some accounts also see a WhatsApp form option.
- Finish the creative and publish. Add your image or video and text, review, and click Publish.
There are two shortcuts. You can boost a post from your Facebook Page with the goal "Get more messages" and choose WhatsApp, as described in Meta's Page ads help article. You can also create ads from inside the WhatsApp Business app. Ads Manager gives the most control over audiences and tracking.
How much do click to WhatsApp ads cost?
You pay for the ad itself, which works on Meta's auction: you set the budget, and the cost per conversation depends on your country, audience, creative and competition. Meta does not publish a fixed price per click or per chat. Messaging costs on top depend on which WhatsApp you use.
| Your WhatsApp setup | Ad cost | Messaging cost from Meta |
|---|---|---|
| WhatsApp Business app, answered by you | Your ad budget | None; the app does not charge per message |
| Official WhatsApp Business API (through a provider) | Your ad budget | Per-message charges for templates; replies to ad chats free inside the free entry point window of up to 7 days |
| QR-paired tool such as ReplyKit (an unofficial connection; see the ban risk) | Your ad budget | None from Meta; the API pricing rules do not apply. You pay the tool's plan. |
Start small. A modest daily budget for a week tells you your real cost per conversation and, more importantly, how many of those conversations became bookings. That second number decides whether to spend more.
What is the free entry point window for click to WhatsApp ads?
On the official WhatsApp Business API, a conversation that starts from a click to WhatsApp ad or a Facebook Page call-to-action button opens a window of up to 7 days in which every message you send is free, including template messages. This rule applies to the official API only.
According to Meta's WhatsApp pricing documentation, checked October 2026:
- The customer must message you through the ad or Page button using WhatsApp on Android or iOS. Messages sent from the desktop or web apps do not qualify.
- You must reply within 24 hours. If you do, the free entry point window opens from the time of your reply and can stay open for up to 7 days.
- While it is open, you can send any type of message at no charge.
- It runs independently of the normal 24-hour customer service window. If the service window closes while the free entry point window is still open, you can only send template messages.
- Outside these windows, Meta has used per-message pricing since 1 July 2025: you are charged when a template message is delivered, and non-template replies inside an open customer service window are free.
The practical lesson is the same whichever WhatsApp you use: reply fast. On the API, a reply after 24 hours loses the free window. Everywhere, a slow reply loses the customer. Our WhatsApp Business API pricing explainer covers the wider rate card.
What makes a click to WhatsApp ad lead convert?
An instant, useful first reply, then one question at a time, ending in a clear next step such as a booked slot. Ad leads are curious, not committed, so the first minute decides most of the outcome.
- Reply within a minute. The person tapped your ad seconds ago and still has WhatsApp open. Research on lead response shows qualifying odds fall fast with every minute; see our speed to lead explainer.
- Answer what the ad promised. If the ad says "Teeth whitening from $199", the first reply should confirm the price and what is included, not send a menu.
- Ask one question at a time. "Is this for you or someone else?" then "Which day suits you?" A list of five questions reads like a form and gets ignored.
- Offer specific slots. "Thursday 4pm or Saturday 11am?" is easier to say yes to than a booking link.
- Make a person easy to reach. Some ad leads have a question your content does not cover. Hand those over quickly.
- Follow up once. If they go quiet, one friendly nudge the next day, then stop.
Use the suggested questions in your message template to steer people toward questions you can answer well, such as "What is the price?" or "Can I book this week?".
How do you track leads from click to WhatsApp ads?
Ads Manager reports how many messaging conversations each ad started. To know which ads produce bookings, give each ad a distinct greeting or suggested question, note the source on each lead, and count bookings per ad, not chats per ad.
We cover the full method, including pre-filled message codes and what to record in your lead list, in how to track WhatsApp leads from Facebook and Instagram ads, and Pixel and Analytics setups in tracking WhatsApp conversions.
How does an AI agent answer click to WhatsApp leads 24/7?
An AI agent connected to the WhatsApp number your ads point to replies to every ad chat within seconds, at any hour, from your own prices and service details. It qualifies, offers slots, and passes ready buyers to you.
This matters because ads do not stop at closing time. Meta delivers ads whenever your audience is scrolling, which for many audiences is evenings and weekends. Without cover, those chats wait until morning, and your ad budget paid for conversations nobody had. With an agent, the person who taps at 11pm gets the price, two open slots and a booking before they put the phone down.
Two things to set up before launching: load the agent with the exact offer from the ad (price, inclusions, terms), and set handover rules for anything outside it. Test by tapping your own ad from a second phone.
Where ReplyKit fits, and where it does not
ReplyKit answers the WhatsApp number your ads point to, plus your website chat. It replies from your own content, understands voice notes and photos, qualifies and scores leads hot, warm or cold, books real open slots with a reminder about 24 hours before, and notifies you when a chat needs a person. Leads export as CSV.
Connection is through Quick Connect, a QR code pairing that is unofficial: not the WhatsApp Business API, not sanctioned by Meta, and a number can be restricted. Read will WhatsApp ban my number for automation first and use a dedicated number. ReplyKit also caps AI replies per number, by default 30 an hour and 200 a day, adjustable up to 60 an hour and 400 a day. For a small local campaign that is plenty; if you expect hundreds of ad chats an hour, or you want template follow-up campaigns after the chat, an official API platform is the better fit.
ReplyKit does not create or manage ads, send broadcasts or connect to Meta's ad reporting. Plans are $29, $49 and $99 a month with AI replies included (compare plans). You can start a free trial and have it answering your ad chats in about 15 minutes.
Frequently asked questions

They are Facebook and Instagram ads whose button opens a WhatsApp chat with your business. The customer taps, a pre-written message appears, and the conversation lands in your WhatsApp. Meta calls them ads that click to WhatsApp.
How much do click to WhatsApp ads cost?

Are click to WhatsApp conversations free?
On the official API, yes for up to 7 days if you reply within 24 hours of the customer messaging from the ad on Android or iOS. All message types are free in that window. On the WhatsApp Business app there are no per-message charges at all.
Can I run click to WhatsApp ads with a personal WhatsApp number?
Not for new campaigns. Meta's help center says that since March 2024 you need a WhatsApp Business account, either the free WhatsApp Business app or the API. You can move a personal number to WhatsApp Business without losing chats.
Do I need the WhatsApp Business API for click to WhatsApp ads?
