AI sales agent for small business: inbound vs outbound, what it can close, and how to set it up

"AI sales agent" can mean two very different products: one that answers people who contact you, and one that contacts people who never asked. This guide is for small business owners deciding which they need. It covers the difference, the real risks of cold messaging on WhatsApp, what an agent can and cannot close, and how to write qualifying questions that work.

Quick answer

An AI sales agent for a small business is software that talks to prospects for you. Inbound agents answer people who message you, ask qualifying questions and book them in; they are reliable and low risk. Outbound agents cold call or cold message strangers; on WhatsApp that breaks the opt-in rule and risks a ban, and many countries require consent. Start with inbound.

What is an AI sales agent?

An AI sales agent is an AI that holds sales conversations on your behalf: it answers product and price questions, finds out what the prospect needs, and moves them to the next step, such as a booking, a call with you, or an order.

It is not a chatbot with buttons. A good one understands free-text questions and voice notes, answers from your own price list and service details, and knows when to hand the chat to a person. For a small business, its main job is to stop warm leads from going cold while you are busy, asleep or with another customer.

What is the difference between an inbound and an outbound AI sales agent?

An inbound AI sales agent replies to people who contacted you first. An outbound AI sales agent starts the conversation with people who did not. Everything else (risk, consent, results) follows from that one difference.

Most small businesses do not have a lead shortage so much as a reply shortage: enquiries arrive and wait. That is an inbound problem, and it is also the one AI handles well. A 2011 Harvard Business Review study found firms that contacted leads within an hour were nearly seven times as likely to qualify them as firms that waited an hour longer. Our speed to lead explainer shows how much a slow first reply costs.

Why is cold messaging on WhatsApp with an AI agent risky?

Because WhatsApp's own rules forbid it, and the platform enforces them. Cold outreach also runs into consent law in many countries, and AI makes it easy to do a lot of it very quickly.

The platform rule. The WhatsApp Business Messaging Policy says you may only contact people on WhatsApp if they gave you their number and you received opt-in permission to message them. You must also respect any request to stop, made on or off WhatsApp. The policy says WhatsApp may limit or remove access for businesses that break the rules.

The practical result. Strangers who get unexpected sales messages block and report the sender. Being blocked and reported by many people is a common reason numbers get restricted. We explain the mechanics in will WhatsApp ban my number for automation.

The law. Rules vary by country, so check yours before any outbound campaign. One clear example: in February 2024 the US FCC ruled that AI-generated voices in robocalls count as "artificial" under the Telephone Consumer Protection Act, so the same prior consent rules apply as for prerecorded calls. An AI voice agent cold calling consumers in the US is squarely inside those rules.

Messaging people who did opt in is different. Following up with someone who gave you their number and asked for information is normal sales. The line is consent, not automation.

Can an AI sales agent do lead generation?

An inbound AI sales agent does not create demand; it converts demand you already have. It turns ad clicks, website visits and WhatsApp enquiries into qualified, booked leads instead of unanswered chats.

For lead generation in the wider sense, the agent sits at the end of your existing channels: click to WhatsApp ads, a WhatsApp button on your site, your Google Business Profile, your social bios. If you run ads, the first minute after the click matters most; see our click to WhatsApp ads guide.

What can an AI sales agent close, and what can it not?

It can close small, clear decisions where the price and the next step are already fixed. It should pass anything custom, high-value or negotiated to a person, with the lead already qualified.

It can usually close

  • Bookings for fixed-price services: a haircut, a scaling, a trial class
  • Consultations and site visits
  • Sales demos for a software product
  • Simple product questions that end with "here is how to order"
  • Re-bookings from returning customers

It should hand over

  • Custom quotes: renovations, events, bespoke work
  • Negotiation and discount requests
  • High-ticket purchases where trust decides the sale
  • Contracts, payment terms and anything with legal weight
  • Unhappy customers, even if they are also buying

A useful way to think about it: the agent's job is to get the lead to the point where your close rate is highest, which for most service businesses is a booked appointment or a call with you. Pushing an AI to haggle usually costs more than it wins; we explain why in can an AI agent negotiate prices.

How do you set qualification questions for an AI sales agent?

Choose three to five questions whose answers change what you do next, tell the agent to answer the customer's question before asking its own, and ask one question at a time.

  1. Define a qualified lead in one sentence. For example: "Lives in our service area, needs the work in the next three months, budget above our minimum." Anything that does not affect that sentence is not a qualifying question.
  2. Pick three to five questions. The usual four are need (what exactly), timing (when), budget (roughly how much) and fit (location, size, eligibility). Drop any you would not act on.
  3. Answer first, then ask. If the customer asks a price, give the price, then ask one question. A prospect who gets an answer will answer back; one who gets a questionnaire will not.
  4. Phrase questions the way your best salesperson would. "Is this for your home or an office?" beats "Please state property type."
  5. Define hot, warm and cold. Hot: fits and wants it soon. Warm: fits but later or unsure. Cold: outside your area, budget or service. Decide in advance what happens to each.
  6. Set handover triggers. Hot leads, custom quotes, complaints and anyone who asks for a person get passed to a human straight away.

Here is how that looks for three hypothetical businesses:

BusinessQualifying questionsHot lead looks like
Renovation contractorWhich rooms? Rough budget? When do you want to start? Which area?Kitchen and bath, within budget range, starting in 2 months, inside service area
Tuition centerWhich subject and level? Which days work? Online or in person?Subject and level offered, free on class days, wants a trial this week
Property agentBuy or rent? Which area? Budget? When do you need to move?Renting in a listed area, budget matches, moving within a month

We keep a longer bank of questions by industry in WhatsApp lead qualification questions.

How do you tell if an AI sales agent is working?

Watch four numbers for the first month: median first reply time, the share of enquiries that get qualified, the share that book or reach you, and how often the agent hands over. Revenue follows from those.

If bookings are low but handovers are high, the agent is missing information; add it. If handovers are near zero, check that the handover rules are not too strict. Our guide to AI agent metrics explains each one.

Where ReplyKit fits, and when it does not

ReplyKit is an inbound AI sales agent for WhatsApp and website chat. It answers from your own content, asks your qualifying questions naturally, scores each lead hot, warm or cold in a pipeline, offers real open slots and books them, and notifies you when a lead needs a person. You take over in one click and the AI pauses for that chat. On Growth and Pro it sends one gentle follow-up if a lead goes quiet. Leads export as CSV; there are no CRM integrations, webhooks or Zapier.

It is not an outbound tool. It does not send cold messages, broadcasts, bulk sends or scheduled campaigns, and it does not make calls. Replies are capped per number (30 an hour and 200 a day by default) to keep traffic looking like a normal business. If you need consented outbound campaigns, an official WhatsApp Business API platform is the right tool; our guide to the official API and its alternatives explains why.

WhatsApp connects through Quick Connect, an unofficial QR code pairing that is not sanctioned by Meta and can lead to a restricted number (see the ban risk), so use a dedicated number. Plans are $29, $49 and $99 a month with AI replies included (compare plans). You can start a free trial with 300 replies and no credit card.

Frequently asked questions

What is an AI sales agent?

An AI sales agent is software that holds sales conversations for a business: it answers questions, qualifies prospects and moves them to a next step such as a booking. Inbound agents reply to people who contacted you; outbound agents contact people first.

What is the difference between inbound and outbound AI sales agents?

Inbound agents respond to enquiries the customer started, so consent is implied and risk is low. Outbound agents start conversations with people who did not ask, which usually needs prior consent and carries spam, ban and legal risk. Small businesses usually get more from inbound first.

Can I use an AI agent to cold message people on WhatsApp?

Not within WhatsApp's rules. The WhatsApp Business Messaging Policy only allows contacting people who gave you their number and opted in to your messages. Cold messages lead to blocks and reports, which can get a number restricted.

Can an AI sales agent close deals on its own?

It can close small, fixed-price decisions such as bookings, consultations and trial classes. Custom quotes, negotiations, high-ticket sales and contracts should go to a person, with the agent handing over a lead that is already qualified.

How many qualifying questions should an AI sales agent ask?

Three to five, asked one at a time, after answering the customer's own question. Each question should change what you do next; if it does not, drop it.

Is an AI sales agent good for lead generation?

An inbound agent converts leads you already get from ads, your website and WhatsApp rather than creating new ones. For most small businesses that is where the bigger loss is, because many enquiries are answered late or never.

How we know this. We build and run an inbound AI agent, and we deliberately left out outbound messaging because of the platform and consent risks described here. In October 2026 we checked the opt-in and enforcement wording in WhatsApp's Business Messaging Policy and the FCC's February 2024 ruling on AI voices; local laws outside the US vary, so check yours. The example businesses and questions are hypothetical. We make ReplyKit, so weigh our view accordingly. If you need consented outbound campaigns or phone outreach, an official API platform or a dialer is the better choice. About ReplyKit.
