Wati vs Twilio: should you buy a WhatsApp platform or build on an API?

Twilio and Wati both give you the official WhatsApp Business API, but one hands you a finished inbox and the other hands you building blocks. This guide is for business owners and technical leads deciding between them: what each costs per message, what you would have to build on Twilio, and when each choice is the sensible one.

Quick answer

Wati is a ready-made WhatsApp inbox with broadcasts, chatbots and an optional AI agent, from $69 a month plus message charges. Twilio is a developer API: $0.005 per WhatsApp message in either direction plus Meta's fees, with no monthly plan, but your developers build the inbox, logic and AI. Pick Wati without developers; pick Twilio when WhatsApp sits inside your own software.

Are Wati and Twilio the same kind of product?

No. Wati is software your team logs in to; Twilio is an API your developers write code against. Both connect to Meta's official WhatsApp Business Platform as providers, so the number, the verified profile, the message templates and Meta's per-message fees are the same on both. Everything above that layer is different.

On Wati, an owner can sign up, connect a number with Wati's help, build a chatbot in a visual editor and have staff answering in a shared inbox the same week. On Twilio, nothing is visible to your staff until someone writes it: Twilio sends and receives messages, and your code decides what happens to them. Our explainer on WhatsApp Business Solution Providers shows where both sit in Meta's system.

Wati figures are from its pricing page in October 2026, in US dollars on monthly billing ($59 and $119 billed annually). Twilio's WhatsApp pricing page lists no monthly platform fee and offers a free trial with no credit card.

What does each charge per WhatsApp message?

Twilio charges a flat $0.005 per message, inbound or outbound, plus Meta's fee where Meta charges one. Wati charges no platform fee per message, but passes Meta's charges through its own rate card.

Meta's rates are from its US dollar rate card effective 1 October 2026. The detail people miss: Twilio's $0.005 applies to messages your customers send you as well, so a conversation costs Twilio fees in both directions. Our Twilio WhatsApp pricing guide works through more examples.

What do two real months cost on each?

Two hypothetical UK businesses, US dollars, before tax.

A small home repair firm. 1,500 customer messages in, 1,500 replies out (500 billable after Meta's free 1,000), 200 booking confirmations as utility templates.

LineTwilioWati Growth
Platform3,200 messages × $0.005 = $16.00$69
Meta fees (700 billable × $0.022)$15.40At least $15.40
Inbox, logic and hostingBuilt and run by youIncluded
Cash per month$31.40, plus build and running costsAt least $84.40

A larger appliance repair company. 10,000 messages in, 9,000 replies (8,000 billable), 1,000 utility templates, five staff answering.

LineTwilioWati Pro
Platform20,000 × $0.005 = $100$149 (5 users)
Meta fees (9,000 billable × $0.022)$198At least $198
Cash per month$298, plus build and running costsAt least $347

Twilio is cheaper in cash at both sizes, and the gap shrinks as volume grows, because Twilio's fee scales with every message while Wati's plan is flat. The real question is what the build costs you, which is the next section.

What would you have to build on Twilio?

Use this as a checklist to price the build with your developer or an agency before you compare totals.

  1. An inbox where staff read and reply, see history and hand chats to each other.
  2. Template management: creating templates, sending them for Meta's approval, tracking their status.
  3. The 24-hour window logic, so your system knows when it may send free-form replies and when it must use a template.
  4. Opt-in and opt-out handling for any broadcast, to stay inside WhatsApp's Business Policy.
  5. Chatbot or AI logic: prompts, your knowledge, fallbacks to a human, and the AI model's own usage bill.
  6. Hosting, logging and monitoring, plus someone on call when it breaks.
  7. Upkeep as Meta changes pricing and rules, as it did on 1 October 2026.

If you already run a product with developers, much of this may exist. If you do not, these seven lines usually cost more than any Wati plan. Our guide to buying an AI agent versus building your own walks through the same decision for AI.

A pricing detail to double-check

When we read Twilio's WhatsApp pricing page in October 2026, it still said utility messages sent inside the customer service window carry no Meta charge. Meta's own pricing page says that changed on 1 October 2026: utility templates inside the window are now charged, and service replies are charged after the first 1,000 per number each month. Budget on Meta's rule, since Meta sets the fee and Twilio passes it through. Vendor pages lag; the source is Meta.

When is each the sensible choice?

Choose Wati when

  • You have no developer, or your developers have other priorities.
  • Staff need to start answering this month.
  • You want broadcasts, chatbots and a team inbox without writing code.
  • Predictable monthly cost matters more than the lowest per-message rate.

Choose Twilio when

  • WhatsApp must live inside your own app, CRM or order system.
  • You already use Twilio for SMS or voice and want one account.
  • Your volume is high and your team can run the build.
  • You need logic no packaged tool offers.

If you have no developer and only need inbound answered

We make ReplyKit, so take this as a vendor's suggestion. If your WhatsApp is mostly people asking questions and booking, ReplyKit gives you the finished AI agent, inbox, leads CRM and booking calendar from $29 a month, with AI replies included and no Meta or per-message fees. The trade-off is the connection: it pairs your number by QR code as a linked device, which is unofficial and not sanctioned by Meta, so a number can be restricted, and we recommend a dedicated number. It has no broadcasts, no webhooks and no integrations beyond CSV export, so if you need either Wati's campaigns or Twilio's programmability, it is the wrong tool. If not, see what each plan includes or try it free.

Frequently asked questions

Is Twilio cheaper than Wati for WhatsApp?

In cash per month, usually yes: Twilio charges $0.005 per message plus Meta's fees and has no monthly plan, while Wati starts at $69 a month. But on Twilio you must build and run the inbox, automation and AI yourself, which usually costs more than the plan difference unless you already have developers.

Does Twilio charge for incoming WhatsApp messages?

Yes. Twilio's $0.005 fee applies to inbound and outbound WhatsApp messages alike. Meta does not charge for messages customers send you, so the inbound cost is Twilio's fee only.

Can I use Wati without a developer?

Yes. Wati is built for business users: you connect your number with Wati's help, build chatbots in a visual editor, and your team answers in a shared inbox. Developers are only needed for custom integrations through its API.

Does Twilio have a WhatsApp inbox for my team?

Not as part of the WhatsApp API. Twilio provides the messaging API, and you build an interface or connect a separate product. Twilio offers other products for that, each priced separately.

Are Meta's fees the same on Twilio and Wati?

Meta sets the underlying fee by country and message type, and both pass it on. Twilio says it passes Meta's fees through; Wati bills from its own rate card, so ask Wati for the card for your country to compare exactly.

Which is better for an AI WhatsApp chatbot?

Wati if you want one without code: its Astra agent is $99 a month on top of a plan. Twilio if you want full control: you connect your own AI model and write the logic, paying the model provider separately.

How we know this. We read Twilio's WhatsApp pricing page, Wati's pricing and Astra pricing pages, and Meta's pricing page and US dollar rate card effective 1 October 2026, all on 25 October 2026. We noted where Twilio's page disagreed with Meta's on utility messages and used Meta's rule. The two repair firms are hypothetical. We sell ReplyKit, a finished product like Wati but without broadcasts or the official API; when you need those, or Twilio's programmability, they are the better choice. About ReplyKit.
