WhatsApp chatbot in Brazil (2026): costs in reais, the LGPD in plain English, Pix, and how Brazilians actually write
This guide is for clinics, shops, gyms, real estate agents and service businesses selling to customers in Brazil, written in English for owners and managers who may not read Portuguese legal texts. You get Meta's real BRL rates, what the LGPD and the ANPD expect from a small business, and how payments and voice messages change the setup.
Quick answer
A WhatsApp chatbot in Brazil costs a provider plan plus Meta's per-message charges, which eligible businesses can now pay in reais: R$0.035 per utility or service message (the first 1,000 service messages per number each month are free) and R$0.3217 per marketing message. Under the LGPD, collect only what you need, give customers a way to reach you, and answer their data requests.
How central is WhatsApp to selling in Brazil?
Very. For many Brazilian customers WhatsApp is where a purchase starts: they ask the price, ask for a photo, ask if you deliver to their bairro, and only then decide. A business that answers in two hours instead of two minutes loses the customer to the next shop in the search results.
Three facts from this year show how deep it goes:
- It is on the home screen. The 2026 Super Panorama by Mobile Time and Opinion Box found WhatsApp on the home screen of 64.8% of Brazilian smartphones, up from 53% in the 2025 survey. The publishers link the jump partly to brands using it more to talk to consumers.
- Meta treats Brazil as a lead market. Meta held its 2024 Conversations business messaging event in São Paulo, and on its July 2026 earnings call it described a Brazilian car rental company, Movida, using an AI agent on WhatsApp for the whole booking flow. Movida's reported results (a 44% rise in daily bookings through WhatsApp and 85% of conversations resolved by the AI) are the company's own figures as relayed by Meta, not an independent study.
- Meta now invoices in reais. Since July 2026, eligible businesses and providers whose sold-to country is Brazil can create WhatsApp Business Platform accounts billed in BRL by Facebook Brasil, and they must move all accounts to BRL by 30 June 2027.
So the question for a Brazilian small business is rarely "should we use WhatsApp?" It is "how do we answer everyone fast without hiring two more people?" Our explainer on why response time decides who wins the lead covers the evidence on speed.
What does a WhatsApp chatbot cost in Brazil, in reais?
Two bills: the provider's monthly plan, and Meta's per-message charges if the tool uses the official WhatsApp Business Platform. Meta's BRL rate card, effective 1 October 2026, for messages to Brazilian numbers:
| Message category | Typical use | Meta list rate, Brazil (BRL) | Same rate in USD |
|---|---|---|---|
| Marketing | Promotions, launches, abandoned cart nudges | R$0.3217 | US$0.0625 |
| Utility | Order updates, appointment reminders | R$0.035 | US$0.0068 |
| Authentication | One-time codes | R$0.035 | US$0.0068 |
| Service | Your replies inside 24 hours of the customer's message | First 1,000 per number per month free, then R$0.035 | US$0.0068 |
| Reply after a click-to-WhatsApp ad | Messages in the free entry point window | Free (window can stay open up to 7 days) | Free |
A worked example. Say an aesthetics clinic in São Paulo sends 2,500 replies a month and 600 appointment reminders. The first 1,000 replies are free, so Meta charges 1,500 replies at R$0.035 (R$52.50) plus 600 reminders at R$0.035 (R$21.00): about R$73.50 a month, before the provider's markup and taxes. Now say the same clinic sends a Black Friday offer to 3,000 past clients: that one campaign is R$965.10 in marketing charges. Replies are cheap in Brazil; broadcasts are where the money goes. If you mostly answer and book rather than broadcast, compare that total with a flat plan that has no Meta fees on our pricing page.
Providers then add their own plan. Some pass Meta's rates through unchanged, some add a margin per message, and AI is often a separate add-on. Our API pricing explainer breaks down the categories, and the guide to Business Solution Providers shows what they charge on top.
What does the LGPD expect from a small business chatbot?
The Lei Geral de Proteção de Dados (Law 13.709 of 2018) applies as soon as your chatbot handles names, phone numbers, health questions or anything else that identifies a person. The regulator is the ANPD, which since Law 15.352 of 25 February 2026 is a federal regulatory agency, the Agência Nacional de Proteção de Dados, with technical, administrative and financial autonomy.
Small businesses get some relief. Under ANPD Resolution CD/ANPD nº 2 of 2022, "agentes de tratamento de pequeno porte" (microenterprises, small companies, startups and similar) are:
- Not obliged to appoint a data protection officer (the encarregado), but must provide a communication channel through which customers can reach them about their data.
- Given double the time for certain deadlines, including answering data subject requests under article 18 of the LGPD.
- Not covered by the relief if their processing is high risk for the people concerned. A clinic handling health data at scale should assume the full rules apply and take legal advice.
In practice, for a WhatsApp agent:
- Say in the greeting that an assistant is replying and a person can take over, and link your privacy notice (our guide to writing a WhatsApp privacy notice has a template).
- Collect only what you need to quote, book or qualify. Do not ask for CPF numbers in the chat unless the service truly needs them.
- Know which providers process your chats and where. If your tool processes data outside Brazil, ask the vendor how it handles international transfers under the LGPD.
- Delete or export a customer's data when they ask, and keep a note of the request.
This is a plain summary of the ANPD's published texts, not legal advice.
How do Pix payments fit into a WhatsApp conversation?
Pix is how Brazil pays. According to the Ministry of Finance, citing the Central Bank's management report published in August 2026, 148 million people and 12.8 million companies made or received at least one Pix, and almost 80 billion Pix transactions worth R$35 trillion were made in 2025. Customers will expect to pay you by Pix, and many will ask for your chave Pix inside the WhatsApp chat.
Meta has built for this. At Conversations 2024 in São Paulo it announced Pix as a structured payment option in WhatsApp chats and extended in-chat payments to medium and large businesses.
Where an AI agent fits is narrower than people expect. ReplyKit does not take payments in the chat and does not check whether a Pix arrived. It can tell a customer how you accept payment if you write that into its knowledge, and you can instruct it to hand the chat to a person as soon as a customer says "já fiz o Pix", so a human confirms the money landed. That split is deliberate: a payment confirmation is the one message an AI should never guess. Our guide to accepting payments on WhatsApp covers the options in more depth.
How do Brazilian customers write, and can a chatbot keep up?
Brazilian customers write the way they speak: short, informal, full of abbreviations ("vc", "blz", "qto custa?"), and very often not in writing at all. Voice messages, the famous áudios, are a normal way to ask a question. A button-menu bot that expects "1 for prices" breaks on all of this.
- Voice notes. ReplyKit transcribes and understands voice notes and photos on every plan, so a 40-second áudio asking about prices gets a written answer.
- Language. The agent replies in the customer's language, Portuguese included. Write your knowledge in Portuguese if your team works in Portuguese, or in English if that is easier; the facts are what matter.
- Local words. Add the terms your customers use: orçamento, agendamento, valor, parcelado, frete, retirada. If you sell in instalments, say exactly how many and on which cards, because "parcela em quantas vezes?" will come up daily.
- Tone. Brazilians expect warmth. A one-line instruction such as "be friendly and informal, use você, never stiff" changes the feel of every reply.
Test with twenty real messages from last week, áudios included, before switching it on. Our guide to slang, typos and mixed languages explains why meaning-based AI copes where keyword bots fail.
Official API, a Brazilian provider, or QR pairing?
Use the official API through a provider if you send campaigns, order updates or one-time codes. Use a QR-paired agent if you mainly need incoming questions answered and appointments booked, and you accept the platform risk.
| Option | What it costs | Best for | Watch out for |
|---|---|---|---|
| Brazilian platform such as Blip | Quoted by sales (no public price on its site, checked October 2026) | Larger companies wanting local support; Blip describes itself as a Tier 1 Meta partner with offices in Belo Horizonte and São Paulo | Sales process and contract terms |
| Developer API (Twilio, 360dialog) | Twilio adds US$0.005 per message on top of Meta; 360dialog from €49 per number a month with no markup on Meta fees | Teams with a developer | You build the inbox and the AI yourself |
| Meta's own Business Agent | Free to start, paid tiers announced | Simple catalog questions | Less control over answers and handover |
| QR-paired AI agent (ReplyKit) | US$29 to US$99 a month, no Meta fees | Answering, booking, lead capture | Unofficial; a number can be restricted |
WhatsApp's own help center warns that linking an account to an unofficial app or website may result in a temporary or permanent ban. We set out the risk in will WhatsApp ban my number for automation? and compare both routes in API versus QR pairing.
Where ReplyKit fits for businesses in Brazil
We make ReplyKit, so weigh this accordingly. It is an AI agent that answers WhatsApp and website chat from your own website, PDFs and price lists, books appointments into real open slots with double-booking protection and a reminder about 24 hours before, scores leads hot, warm or cold, and lets you take over any chat in one click. If the answer is not in your knowledge, it says so and flags the question rather than inventing a price.
It connects through Quick Connect, a QR scan that pairs a number in about two minutes. Quick Connect is unofficial: it is not the WhatsApp Business API, Meta does not sanction it, and a number can be restricted. Before you connect you see one plain notice, and pressing Connect is your acceptance of section 3 of our Terms. Use a dedicated number, not the one your clients have saved for ten years. It only replies to people who message you; it sends no broadcasts.
Pricing in Brazil. Plans are billed in US dollars only: $29 (1,000 AI replies), $49 (5,000) or $99 (20,000) a month and converted to reais by your card issuer, so check whether your card adds a foreign transaction charge. There are no Meta fees. You can try it free for 7 days with no credit card.
Not the right choice if you need Pix collection inside the chat, campaign broadcasts, a verified badge, invoices in reais, or Instagram DMs in the same inbox. A Brazilian official-API provider is the better fit for those.
Frequently asked questions
How much does a WhatsApp chatbot cost in Brazil?
Expect a provider plan plus Meta's per-message charges if the tool uses the official API. Meta's BRL list rate for Brazilian numbers is R$0.035 per utility or service message, with the first 1,000 service messages per number free each month, and R$0.3217 per marketing message. ReplyKit is US$29 to US$99 a month with no Meta fees.
Can I pay Meta's WhatsApp charges in reais?
Yes, if you are eligible. Since July 2026, businesses and providers whose sold-to country is Brazil can create WhatsApp Business Platform accounts billed in BRL by Facebook Brasil, and Meta says eligible customers must move all accounts to BRL by 30 June 2027.
Does the LGPD apply to a WhatsApp chatbot?
Yes. A chatbot that handles names, phone numbers or what customers tell you is processing personal data under Law 13.709 of 2018. Collect only what you need, explain who is replying, give customers a way to reach you about their data, and answer their requests. This is not legal advice.
Does a small business in Brazil need an encarregado (DPO)?
Not always. ANPD Resolution CD/ANPD nº 2 of 2022 says small processing agents are not obliged to appoint an encarregado, but they must provide a communication channel for data subjects. The relief does not apply to high-risk processing, so a clinic handling health data should take advice.
Can a WhatsApp chatbot accept Pix?
Meta has added Pix as a payment option inside WhatsApp for businesses. ReplyKit does not take payments in the chat; it can explain how you accept Pix from your knowledge and hand the chat to a person when a customer says they have paid, so a human confirms it.
Can a chatbot understand Brazilian Portuguese voice messages?
A modern AI agent can. ReplyKit transcribes voice notes on every plan and replies in the customer's language, including informal Brazilian Portuguese. Keyword bots with button menus usually cannot handle audios or slang.
