WhatsApp Business in Nigeria (2026): what the API really charges, why the naira cost keeps moving, and what the NDPA asks
This is for Nigerian shops, clinics, schools and service businesses deciding between the free WhatsApp Business app, the paid API and an AI agent. You get Meta's current charges for Nigerian numbers, worked into real monthly bills, plus the two things most pricing pages leave out: currency risk and the data protection rules.
Quick answer
The WhatsApp Business app is free in Nigeria. The WhatsApp Business API is not: since 1 October 2026 Meta charges $0.0516 per marketing message and $0.0067 per utility, authentication or service message to Nigerian numbers, after 1,000 free service messages per number each month. Meta does not bill in naira, so your naira cost moves with the exchange rate.
Is WhatsApp Business free in Nigeria?
The WhatsApp Business app is free to download and use: a business profile, catalog, labels, quick replies, and greeting and away messages, all on your phone. You pay nothing to Meta for messages sent from the app. The WhatsApp Business API (Meta calls it the WhatsApp Business Platform) is the paid version, used through a provider, and it charges per message.
WhatsApp is where Nigerian customers are. In the Reuters Institute's Digital News Report 2025, 80% of the Nigerian sample used WhatsApp in the past week for any purpose, the highest of any platform, ahead of Facebook (79%) and YouTube (75%). The report is clear that its Nigerian sample is English-speaking, online, younger and more urban than the country as a whole, but for most businesses selling online that is exactly the customer.
Most small Nigerian businesses start on the free app and stay there until the phone becomes unmanageable: a hundred "how much?" messages after a post goes viral, or a sale weekend that buries real orders. That is the moment to look at automation, and the question is which kind.
What does the WhatsApp Business API charge for Nigerian numbers?
Nigeria is a standalone market on Meta's rate card, priced in US dollars. These are Meta's list rates effective 1 October 2026; your provider adds its own fee on top.
| Message type | What it is for | Meta rate, Nigeria (+234) | For comparison: Rest of Africa (Ghana, Kenya and others) |
|---|---|---|---|
| Marketing | Promos, new stock, sale announcements | $0.0516 | $0.0225 |
| Utility | Order confirmations, delivery updates, reminders | $0.0067 | $0.004 |
| Authentication | One-time passwords | $0.0067 (international OTPs $0.075) | $0.004 |
| Service | Your replies within 24 hours of the customer's message | First 1,000 per number per month free, then $0.0067 | then $0.004 |
| Click-to-WhatsApp ad replies | Messages in the free entry point window | Free for up to 7 days | Free |
Two things stand out. A marketing message to a Nigerian number costs more than twice what it costs to a Ghanaian one, so broadcasts are the expensive part of WhatsApp in Nigeria. And replies, which were free until 30 September 2026, now cost $0.0067 each after the first 1,000 a month on each number.
What does a real monthly bill look like?
Here are two hypothetical Lagos businesses on the official API. Both figures cover Meta's charges only, before the provider's monthly plan and VAT.
Fashion store, Yaba
4,000 replies, 1,500 order and delivery updates, and two broadcasts to 2,000 customers each.
Replies: 3,000 charged at $0.0067 = $20.10. Updates: 1,500 at $0.0067 = $10.05. Broadcasts: 4,000 at $0.0516 = $206.40.
Meta total: about $236.55. Broadcasts are 87% of it.
Dental clinic, Lekki
1,800 replies and 500 appointment reminders, no promotions.
Replies: 800 charged at $0.0067 = $5.36. Reminders: 500 at $0.0067 = $3.35.
Meta total: about $8.71. Here the provider's plan, not Meta, is the real cost.
The pattern is simple: if you broadcast, Meta's marketing charges dominate the bill; if you mostly answer enquiries, the provider's fee and whether AI is included matter far more. Our full cost breakdown covers the provider side, and broadcast limits and alternatives covers the free-app way to send updates.
Why does the naira cost of WhatsApp automation keep changing?
Because almost everything is priced in dollars. As of October 2026 Meta supports 16 billing currencies for the WhatsApp Business Platform, including the rupiah, rupee, riyal and ringgit, but not the naira. So Meta's charges reach you in dollars, either directly on a card or through a provider who converts them.
- Your naira bill moves even when your usage does not. The same 1,000 marketing messages cost the same $51.60 every month, but the naira amount on your statement follows the exchange rate your bank applies.
- Ask providers two questions. Do you bill in naira or dollars, and if naira, at what rate and how often does it change? Do you add a markup to Meta's per-message charges?
- Check your card first. If you pay by card, confirm with your bank that it works for recurring international dollar payments before you build your workflow on it.
ReplyKit is also priced in US dollars, so the same currency point applies to us. The difference is that its price is flat ($29, $49 or $99 a month) with no Meta per-message charges, so the dollar amount does not grow when a post goes viral.
Can a WhatsApp chatbot reply in Pidgin and English?
An AI agent can understand and answer the way your customers write; a keyword bot cannot. Nigerian customers switch between English, Pidgin and sometimes Yoruba, Igbo or Hausa in one chat, and many prefer voice notes.
| Customer writes | Meaning | Knowledge the agent needs |
|---|---|---|
| "How much e be? You get am for size 42?" | Price, and is size 42 in stock? | Price list with sizes |
| "Abeg una dey deliver go Ibadan?" | Do you deliver to Ibadan? | Delivery areas, fees and timelines |
| "I wan book for Saturday morning" | Booking request | Opening hours and booking rules |
| "Pay on delivery dey?" | Is cash or transfer on delivery possible? | Your payment policy, plainly |
ReplyKit works in over 30 languages, replies in the language the customer uses, and understands voice notes and photos on every plan. Pidgin is not a language we list separately, so test twenty of your own real messages before going live, including voice notes. Our guide to slang and mixed languages explains how the AI reads meaning rather than keywords, and voice notes with AI covers the rest.
What does the Nigeria Data Protection Act mean for WhatsApp automation?
The Nigeria Data Protection Act 2023 (NDPA) applies whenever you collect personal data, including names, phone numbers and what customers tell you in a chat. It established the Nigeria Data Protection Commission (NDPC), which enforces it.
- The GAID now sets the detail. The NDPC issued the NDPA General Application and Implementation Directive (GAID) on 20 March 2025. It took effect on 19 September 2025, and from that date the NDPR 2019 and its 2020 implementation framework stopped applying.
- Privacy notices are mandatory. Under the GAID, clear and accessible privacy notices are required, and specific, informed consent is required for sensitive processing.
- Bigger processors have extra duties. Organizations the NDPC designates as data controllers or processors "of major importance" must register, appoint a qualified Data Protection Officer and file compliance audit returns.
For a WhatsApp chatbot, that means a short privacy line in your greeting with a link to your notice (how to write one), no broadcasts to numbers that never opted in, collecting only what you need to quote or deliver, and deleting data when asked. A clinic handling health data should take advice. This is a summary, not legal advice.
Where does ReplyKit fit for Nigerian businesses?
ReplyKit is an AI agent that answers WhatsApp and website chat from your own content: price lists, PDFs, your website, product catalogue CSV. It qualifies leads and scores them hot, warm or cold, books appointments into real open slots, and lets you take over any chat in one click. If it does not know an answer, it says so and flags the question, so you teach it once.
It connects through Quick Connect, an unofficial QR pairing of your WhatsApp or WhatsApp Business number as a linked device, in about two minutes. That is not the API and not sanctioned by Meta, and a number can be restricted. You see one plain notice before connecting; pressing Connect accepts section 3 of our Terms. Use a dedicated number, not the line your customers have saved for ten years.
Who it suits: the Lekki clinic above, a Yaba store drowning in "how much?" messages, a tutoring center taking enquiries at night. There are no Meta charges, AI is included, and the price is flat: Starter $29 (1,000 AI replies), Growth $49 (5,000) or Pro $99 (20,000). Try it free for 7 days with 300 replies and no card, or compare the plans.
Who it does not suit: the Yaba store's broadcast habit. ReplyKit replies only, with no broadcasts or bulk sends, and does not take payments or verify transfers. If promotions to thousands of customers drive your sales, an official API provider is the right tool and Meta's marketing charges are part of the price.
Frequently asked questions
Is WhatsApp Business free in Nigeria?
The WhatsApp Business app is free. The WhatsApp Business API is paid: Meta charges per message delivered, and providers add their own fees. Messages you send from the free app are not charged.
How much does the WhatsApp Business API cost per message in Nigeria?
From 1 October 2026, Meta's list rates for Nigerian numbers are $0.0516 per marketing message and $0.0067 per utility, authentication or service message. Each business number gets 1,000 free service messages a month, and replies in the free window after a click-to-WhatsApp ad are free for up to 7 days.
Can I pay for the WhatsApp Business API in naira?
Not to Meta directly: the naira is not among the 16 currencies Meta supports as of October 2026. Some providers may invoice in naira and convert, so ask them which exchange rate they use and whether they mark up Meta's charges.
Why did my WhatsApp API bill go up in October 2026?
From 1 October 2026 Meta started charging for service messages (your replies) after the first 1,000 per business number each month. Before that, replies inside the 24-hour customer service window were free.
Can a WhatsApp chatbot understand Pidgin?
A modern AI agent can usually understand Pidgin and mixed English, including voice notes, and reply in the customer's style. Keyword bots cannot. Test with your own real messages before going live.
Does the NDPA apply to small businesses using WhatsApp?
Yes, if you collect personal data through WhatsApp. The NDPA and the GAID, in effect since 19 September 2025, require clear privacy notices and lawful processing; registration and audit duties apply to organizations designated as being of major importance. This is not legal advice.
