WhatsApp chatbot in Indonesia (2026): what it costs in rupiah, what UU PDP now asks, and how to sound like a real admin
This guide is for Indonesian online shops, clinics, kursus and service businesses that want WhatsApp answered without hiring another admin. You get Meta's rupiah rates after the October 2026 change worked into a real monthly bill, an honest look at official providers versus the cheap WhatsApp Web gateways, and the consent rules in the new PP 33/2026.
Quick answer
A WhatsApp chatbot in Indonesia costs a provider plan plus Meta's charges on the official API: Rp586.33 per marketing message and Rp356.65 per utility or service message, with the first 1,000 service messages per number free each month since 1 October 2026. Official providers such as Mekari Qontak start from Rp2,000,000 a month. Cheap gateways use WhatsApp Web and carry ban risk.
Is WhatsApp really the main customer channel in Indonesia?
Yes. In the Reuters Institute's Digital News Report 2025, 76% of the Indonesian online sample used WhatsApp in the past week for any purpose, ahead of YouTube (67%) and Facebook (59%). The report notes that WhatsApp "continued to dominate" for both news and general use even after a small dip. For a business, that means the customer who found you on TikTok or Instagram usually ends up typing "kak, ready?" into your WhatsApp.
The pressure point is volume at odd hours. A skincare shop during a live-selling night, a dental clinic after office hours, a kursus bahasa Inggris when school results come out: dozens of near-identical questions arrive at once, and the admin answers them in order. Customers who wait often message the next shop.
How much does a WhatsApp chatbot cost in Indonesia, in rupiah?
On the official WhatsApp Business API, you pay a provider plan plus Meta's per-message charges, which Meta now publishes in rupiah. Since 1 October 2026 Meta charges again for service messages (your replies inside the 24-hour window) after a free 1,000 per business number each month.
| Message type | Typical use | Meta list rate, Indonesia (IDR card) |
|---|---|---|
| Marketing | Promo Harbolnas, flash sale, restock alerts | Rp586.33 per message |
| Utility | Order updates, booking reminders, resi pengiriman | Rp356.65 per message |
| Authentication | OTP codes | Rp356.65 per message |
| Service | Replies within 24 hours of the customer's message | First 1,000 per number per month free, then Rp356.65 |
| After a click-to-WhatsApp ad | Replies in the free entry point window, up to 7 days | Free |
One detail matters more in Indonesia than almost anywhere else. On Meta's USD card, an Indonesian utility or service message costs $0.025 against $0.0411 for marketing, so a plain reply costs about 61% of a promotion. In India the same ratio is about 12%. Replies are relatively expensive here, which means a busy number burns through the free 1,000 and then pays real money for every answer.
Meta's rate depends on the customer's country code, not yours: a +62 number is charged Indonesia rates wherever your business is registered. Indonesian businesses can also be billed by Meta in rupiah, one of 16 currencies Meta supports. Our WhatsApp AI agent cost guide shows how these charges sit next to provider fees.
What are the three ways to automate WhatsApp in Indonesia?
You can use an official API provider, an unofficial WhatsApp Web gateway, or an AI agent. They solve different problems, and two of the three are unofficial, which is worth knowing before you pay anyone.
| Official provider (for example Mekari Qontak) | WhatsApp Web gateway (for example Fonnte) | AI agent (for example ReplyKit) | |
|---|---|---|---|
| Price, checked October 2026 | Qontak packages from Rp2,000,000 a month, starting at 5 users | Fonnte from Rp0 (1,000 messages) and Rp25,000 for its Lite plan | $29, $49 or $99 a month in US dollars |
| Meta charges | Yes, per message as above | None | None |
| Built for | Teams, CRM, campaigns, ticketing | Sending and auto-replying through code or simple rules | Answering questions, qualifying leads, booking |
| Sanctioned by Meta | Yes | No, and Fonnte says so | No: Quick Connect is an unofficial QR pairing |
| Broadcasts | Yes, with approved templates | Yes, at high ban risk | No; replies only |
Fonnte deserves credit for honesty: its own FAQ says it does not run on the official API, that sending many messages to numbers that never contacted you will likely get you banned, that paying does not lower that risk, and that it takes no responsibility for bans. That is the right warning for the whole category, including ours. The difference that matters is behavior: a number that only answers people who wrote first, at human-like volume, looks very different to WhatsApp from one firing a blast to a purchased list.
Qontak's strength is the opposite end: an official API, chatbot and ticketing in one Indonesian product, with a local team and rupiah invoices. If you have five or more admins and run campaigns, that is a sensible place to start.
Can a chatbot handle Bahasa Indonesia the way customers actually type it?
An AI agent can; a keyword bot mostly cannot. Indonesian customers rarely write formal Bahasa. They abbreviate, mix in English, call the admin "min" or "kak", and ask three things in one line.
| What the customer types | What it means | What your knowledge needs |
|---|---|---|
| "kak ready ga? brp ya" | Is it in stock, and how much? | A current price list and stock note |
| "min bisa COD? ongkir ke Bekasi brp" | Cash on delivery? Shipping cost to Bekasi? | Payment methods and shipping zones or courier rules |
| "bisa nego dikit gk" | Can I get a discount? | Your discount policy, written plainly (even if it is "harga pas") |
| "besok jam 4 sore msh ada slot?" | Any slot tomorrow at 4pm? | Opening hours and booking rules |
| A voice note in Javanese-flavored Bahasa | Often a long, specific question | The same facts; test regional speech before going live |
ReplyKit understands voice notes and photos on every plan, works in over 30 languages and replies in the customer's language. Write your facts once, add the slang words your customers actually use (ongkir, PO, COD, DP), and test twenty real messages from last week before switching it on. Our guide to slang, typos and mixed languages explains why this works, and the tone of voice guide covers the "kak" versus "Bapak/Ibu" choice.
What do UU PDP and the new PP 33/2026 require from a WhatsApp chatbot?
Law No. 27 of 2022 on Personal Data Protection (UU PDP) applies as soon as your chatbot collects names, phone numbers, addresses or health details. It was promulgated on 17 October 2022 with a two-year transition that ended on 17 October 2024. In 2026 the government added the detail with Government Regulation (PP) No. 33 of 2026, which Bisnis.com reported in late August and early September 2026.
- Explicit consent must be clean. PP 33/2026 requires explicit consent that is free, informed, specific and unambiguous. Its explanatory notes give bundling consent into your terms and conditions as an example of "ambiguous".
- Tell people before you ask. The information must come before consent is given, briefly and matched to what you actually do with the data, and you must be able to show proof of consent.
- Do not punish a "no". If a customer refuses consent, you still have to serve them unless the service genuinely needs the data.
- Stop fast on withdrawal. When consent is withdrawn and verified, processing must stop within 3 x 24 hours, and you must tell the customer it has stopped.
- Fines are capped at 2% of annual revenue. Article 185 of PP 33/2026 sets the maximum, scaled by harm, duration, data type, number of people affected and business size.
Who enforces it is still settling. In July 2026 detikInet reported the government was finalizing the presidential regulation for an independent data protection authority reporting to the President through Komdigi. In practice: put a short privacy line in your greeting, collect only what you need to quote or book, keep the chat history that shows the customer agreed, and delete data when asked. Our privacy notice guide has wording you can adapt. This is a summary, not legal advice.
How do QRIS and bank transfer proofs fit into a chatbot flow?
Most Indonesian customers will pay by QRIS or bank transfer and then send a photo of the receipt. Bank Indonesia reported 65.77 million QRIS users and 44.86 million merchants as of June 2026, 96.68% of them micro, small and medium businesses, so a QRIS code is probably already on your counter.
ReplyKit does not take payments in the chat and does not check whether money arrived. It can tell customers how you accept payment if that is in its knowledge, and it can read the transfer screenshot a customer sends. What it should never do is say "payment received". Set a rule in its instructions: when a customer says "sudah transfer" or sends a bukti transfer, hand the chat to a human, who checks the bank app and confirms. The handover guide shows how that looks.
Where does ReplyKit fit for Indonesian businesses?
ReplyKit is an AI agent that answers WhatsApp and website chat from your own content: price lists, PDFs, your website, Q&A pairs. It qualifies leads, books appointments into real open slots with a reminder about 24 hours before, and lets you take over any chat in one click. If an answer is not in its knowledge, it says so and flags the question for you instead of guessing.
It connects through Quick Connect, the unofficial QR pairing described above, which links your number as a device in about two minutes. That is not the API and not sanctioned by Meta, and a number can be restricted. You see one plain notice before connecting, and pressing Connect is your acceptance of section 3 of our Terms. Use a dedicated number. Default limits are 30 AI replies an hour and 200 a day, with a warm-up for new numbers, and there are no broadcasts.
The honest money picture. ReplyKit is priced in US dollars only, with no rupiah invoice, and your card is charged in USD. In exchange there are no Meta charges, which matters more in Indonesia than in cheaper-reply markets like India. A clinic answering 2,500 messages a month fits the Growth plan at $49 with AI included; on the API, the Meta part of the bill alone was about Rp820,000 in the example above. See the plans, or start the 7-day free trial with no credit card.
Not the right choice if you need broadcasts or flash-sale blasts, a green tick, WhatsApp groups, rupiah invoicing with PPN, or payment collection inside the chat. For those, an official provider like Qontak is the better tool.
Frequently asked questions
How much does a WhatsApp chatbot cost in Indonesia?
On the official API, a provider plan plus Meta's per-message charges: Rp586.33 per marketing message and Rp356.65 per utility, authentication or service message on Meta's IDR card from 1 October 2026, with the first 1,000 service messages per number free each month. Official provider packages such as Mekari Qontak start from Rp2,000,000 a month.
Is there a free WhatsApp chatbot in Indonesia?
Some WhatsApp Web gateways have free tiers, such as Fonnte's 1,000 messages a month, but they are unofficial and their own terms warn about bans. The WhatsApp Business app's greeting and away messages are free but are not a chatbot. A useful AI agent usually costs something.
Are WhatsApp gateways like Fonnte legal in Indonesia?
They are not illegal, but they are not sanctioned by Meta, and Fonnte itself says it is unofficial and not responsible for bans. The risk is to your number. Use one only for replies to people who contacted you first, never for blasts to strangers.
Does UU PDP apply to my WhatsApp chatbot?
Yes, if it collects personal data such as names, phone numbers or health details. PP 33/2026 adds rules on explicit consent, proof of consent, and stopping processing within 3 x 24 hours of a verified withdrawal, with fines of up to 2% of annual revenue. This is not legal advice.
Can a WhatsApp AI agent understand informal Bahasa Indonesia?
A modern AI agent understands abbreviations like brp, gk and yg, mixed English, and voice notes, and replies in the same language. Keyword bots usually fail on this. Test with real messages from your own chats before going live.
Can a WhatsApp chatbot confirm QRIS or bank transfer payments?
ReplyKit does not take or verify payments. It can explain how you accept payment and read a transfer screenshot, but you should set it to hand the chat to a person who checks the bank app and confirms. Never let an AI say a payment has arrived.
