WhatsApp chatbot in the UAE (2026): Arabic and English replies, what it costs in dirhams, and what the PDPL asks of you
This guide is for businesses in Dubai, Abu Dhabi and the other emirates that get more WhatsApp enquiries than their team can answer, in more than one language. You get the evidence on what UAE customers expect, Meta's dirham rates after the October 2026 change, the data protection basics, and an honest way to choose a provider.
Quick answer
A WhatsApp chatbot for a UAE business should answer in Arabic and English from your own price list, book or qualify, and hand over to a person fast. On the official API, Meta charges AED 0.2115 per marketing message and AED 0.0576 per utility or service message, with 1,000 service messages free per number monthly. Handle customer data under Federal Decree-Law No. 45 of 2021.
Why does WhatsApp matter so much for UAE businesses?
Because it is where UAE customers prefer to ask. In a YouGov survey of 1,000 UAE residents commissioned by Zbooni and published in February 2024, 65% had used WhatsApp to ask about a product or service in the past year, against 55% for call centers, 48% for email and under 30% for social media inboxes. 85% said they want all businesses to offer WhatsApp for customer support.
The same survey carries the warning every chatbot buyer should read: 87% said they want to deal with a real person rather than a chatbot or AI. Zbooni sells commerce tools, so treat these as vendor-commissioned numbers, but the lesson is clear. The goal is not to hide your team behind a bot. It is to answer the routine questions instantly and get the serious ones to a person while the customer is still interested.
Can a WhatsApp chatbot reply in Arabic and English?
Yes, if it is an AI agent rather than a menu bot. UAE customers write in English, in Modern Standard or Gulf Arabic, in a mix of both, and sometimes in Arabic typed with Latin letters. Button menus and keyword bots force everyone into one language; an AI agent reads the meaning and replies in the customer's own language.
- Write your knowledge once. English is fine as the source. The agent answers in Arabic from the same facts, so prices and policies stay consistent across languages.
- Add Arabic terms customers use. Area names, service names and product nicknames in Arabic help the agent find the right answer, because matching is more precise when the customer's words appear in your knowledge. See writing knowledge for a multilingual agent.
- Set the tone. Decide how formal the Arabic should be and write it in the instructions. A clinic and a car rental desk should not sound the same.
- Test in both languages. Twenty real messages, half in Arabic, before you go live. Our languages explainer covers where AI is strong and where it needs help.
ReplyKit handles over 30 languages, including Arabic, replies in the customer's language, and understands voice notes on every plan, which matters in a market where many customers would rather speak than type.
How much does a WhatsApp chatbot cost in the UAE?
On the official API you pay two bills: the provider's plan and Meta's per-message charges. Meta's rates changed on 1 October 2026, when it started charging again for service messages (your replies) after 1,000 free per business number each month. Meta added AED as a billing currency in April 2026.
| Message type | Typical use | Meta list rate, UAE recipients |
|---|---|---|
| Marketing | Offers, Ramadan and Eid campaigns, new listings | AED 0.2115 (US$0.0576) |
| Utility | Booking confirmations, order updates | AED 0.0576 (US$0.0157) |
| Authentication | One-time passwords | AED 0.0576 (US$0.0157) |
| Service | Replies within 24 hours of the customer's message | First 1,000 per number per month free, then AED 0.0576 |
| After a click-to-WhatsApp ad | Replies in the free entry point window (up to 7 days) | Free |
Rates are set by the recipient's country code, so a message to a customer on a UK number is priced at the UK rate.
What does the UAE data protection law require?
The main law is Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, known as the PDPL. The UAE government's official portal says it came into force on 2 January 2022 and applies to processing personal data through electronic systems, inside and outside the UAE.
- Consent. The law prohibits processing personal data without the owner's consent, with exceptions such as where processing protects a public interest.
- Rights. People can ask you to correct inaccurate data and to restrict or stop processing.
- Cross-border transfers. The law sets requirements for sending personal data outside the UAE, which matters because most chatbot providers process data abroad.
- The regulator. The UAE Data Office, set up under Federal Decree-Law No. 44 of 2021, is the federal data regulator.
- Free zones. The DIFC has its own data protection law (DIFC Law No. 5 of 2020), so a DIFC business follows that instead.
In practice: tell customers in your greeting or profile how you use their details, collect only what you need to quote or book, correct or delete data when asked, and ask each provider where it processes your chats. Our checklist on whether an AI agent is safe for customer data lists the questions. This is a summary, not legal advice; healthcare and financial businesses should take advice.
Which WhatsApp chatbot providers serve the UAE?
You can choose Meta's own agent, a local official-API provider, a global platform, or an AI agent that pairs by QR code, which is unofficial and carries a risk to your number. Prices were checked on each vendor's page in October 2026 unless marked as an earlier check.
| Option | Price | Good at | Watch for |
|---|---|---|---|
| Meta Business Agent | Free to activate for now, per Meta | Native, sanctioned, answers from your catalog and profile | Availability varies by country; turns off greeting and away messages |
| Go4whatsup (Dubai office) | From AED 149 a month, Meta charges at cost | Official API, says its AI replies in Gulf Arabic or English, AED billing | Vendor claims; get a written quote |
| WATI | Shown in local currency; from about $75 a month billed annually in our September 2026 check | Team inbox, broadcasts, Arabic-language site | Astra AI agents priced separately; Meta fees on top |
| respond.io | From about $159 a month billed annually for AI agents (September 2026 check) | Many channels in one inbox, workflows | Built for teams; Meta fees on top |
| SleekFlow | Pro AI tier from about $149 a month (September 2026 check) | Omnichannel inbox, commerce features | Meta fees on top |
| ReplyKit | $29, $49 or $99 a month, AI included | Answering, booking, lead scoring, website assistant | Unofficial QR connection; no broadcasts |
We make ReplyKit, so weigh our view accordingly. Side-by-side detail: ReplyKit vs respond.io, ReplyKit vs SleekFlow, ReplyKit vs WATI.
Official API or QR pairing for a UAE business?
If you run campaigns to past customers, need a green tick, or send OTPs, use the official API. If you mainly need inbound enquiries answered in two languages and viewings or appointments booked, a QR-paired agent is faster and has no Meta fees, with one serious trade-off: Meta does not sanction it, and WhatsApp's help center warns that linking unofficial apps may result in a temporary or permanent ban. Read will WhatsApp ban my number? and API vs QR pairing before deciding.
Where ReplyKit fits for UAE businesses
ReplyKit is an AI agent for WhatsApp and website chat. It answers from your website, PDFs and price lists, in Arabic or English, and says so and escalates when the answer is not in your knowledge instead of guessing. It offers real open slots for viewings or appointments and books them with double-booking protection, captures name, need, budget and timing, and scores each lead hot, warm or cold. Given how many UAE customers want a person, the one-click takeover matters: you are notified when a chat needs you, the AI pauses for that chat, and you hand it back when done.
It connects through Quick Connect, a QR scan of about two minutes. That is unofficial: not the WhatsApp Business API, not sanctioned by Meta, and a number can be restricted (read the risk). Use a dedicated number. It only replies to people who message you; it sends no broadcasts.
Not the right choice if you need Ramadan or launch campaigns to a list, a green tick, AED invoicing, or phone call handling. Plans are in US dollars: $29, $49 or $99 a month with AI replies included. Try it free for 7 days with your own price list.
Frequently asked questions
Can a WhatsApp chatbot reply in Arabic?
Yes. A modern AI agent reads Arabic, English and the mix many UAE customers type, and replies in the customer's language from knowledge you write once. Test it with real messages in Gulf Arabic, and set the level of formality you want.
How much does a WhatsApp chatbot cost in the UAE?
On the official API you pay a provider's monthly plan plus Meta's charges. From 1 October 2026 Meta's AED list rate for the UAE is AED 0.2115 per marketing message and AED 0.0576 per utility, authentication or service message, with 1,000 service messages free per number each month.
Is WhatsApp automation legal in Dubai?
Replying to people who message you, with their data handled under the UAE's data protection law, is normal business communication. Unsolicited bulk messaging is a different matter. QR-paired automation breaks WhatsApp's own terms, which is a platform risk rather than a legal one.
Which data protection law applies to my WhatsApp chatbot in the UAE?
For most mainland businesses, Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data, in force since 2 January 2022. Businesses in the DIFC follow the DIFC's own data protection law. This is not legal advice.
Do UAE customers mind talking to a chatbot?
Many want a person for anything important. In a 2024 YouGov survey for Zbooni, 87% of UAE residents said they want to deal with a real person rather than a chatbot or AI, so a fast handover to your team matters as much as the AI.
Is there a WhatsApp chatbot provider based in Dubai?
Yes. Go4whatsup, for example, lists a Dubai office and prices from AED 149 a month on the official API, with Meta charges billed at cost. Global providers such as WATI, respond.io and SleekFlow also serve UAE businesses.
