How this stays inside Meta's rules: only Meta-approved templates can be sent, only to contacts with an opt-in record, STOP is honoured automatically, each number's daily conversation tier is respected, and a broadcast pauses itself if Meta restricts the number or more than a quarter of sends fail. Each message counts as one reply against your monthly allowance, and Meta bills your WhatsApp Business Account per template message.

An opt-in is a customer's agreement to receive messages from your business on WhatsApp. Sources: keyword (they replied START or SUBSCRIBE), owner (you recorded consent they gave you elsewhere, such as a form or in person), csv (imported under your confirmation). Meta's Business Messaging Policy requires opt-in before a business starts a conversation, and blocks or reports from customers lower the number's quality rating.
